All elections in Armenia are organized and administered by the Central Election Commission (CEC) and its territorial divisions. Those include 41 district election commissions and approximately 2,000 precinct election commissions. All of those bodies have nine members. Under Armenia's election code, the president of the republic, the Armenian Court of Cassation, the five parties and one bloc represented in the current parliament as well as the People's Deputy Group of ostensibly independent lawmakers close to the ruling Republican Party of Armenia each appoint one of those members. This means that at least six out of the nine commission members are loyal to Kocharian, making it all but impossible for the opposition to block their decisions.

Opposition parties claimed during the previous elections than many of their district and precinct commission members are bribed or bullied into turning a blind eye to fraud. Some of them also privately accused each other of "selling" their commission seats in some constituencies to pro-government candidates.
