FURTHER ACTIVITIES OF THE DEMOCRATIC AZERBAIJAN BLOC WILL BE DISCUSSED

Future activities of the Democratic Azerbaijan bloc will be discussed at the sitting of the Chairmen Board, the alliance’s co-founder, the chairman of the Civil Solidarity party Sabir Rustamhanli told Trend. According to him, the coalition could not organize its activities well at the pre-election period. “There is a necessity to discuss the coalition’s further activities. It is quite possible that the bloc will freeze its activities”, Rustamhanli noted. It should be noted, beside the Civil Solidarity party, the parties Adalyat, the National Unification of the Single Azerbaijan and Azadlig comprise the Democratic Azerbaijan alliance.

MEMBERS OF COORDINATING CONSULTATIVE BOARD “FOR FREE AND FAIR ELECTIONS” MET WITH US AMBASSADOR

Members of the coordinating consultative board (CCB) “For free and fair elections” met with the US Ambassador to Azerbaijan Reno Harnish, the CCB press service told Trend. Members of CCB informed the American diplomat of the violations of law during the voting on 6 November. They also got familiar Harnish with protocols and acts. The US Ambassador in his turn assured the CCB members that he will bring these problems to the notice of the chairman of the Central Election Committee Mazahir Panahov.

LEADER OF DEMOCRATIC REFORMS PARTY BLAMES HIS RIVALS FOR CONDUCT OF ‘BLACK PR’

“My rivals used ‘black PR’ against me during the parliamentary elections. Ignoring such step during the elections campaign I demonstrated lack of will for conduct of counter-propaganda against rivals, Asim Mollazade, the chairman of the Democratic Reforms Party (DRP), told a news conference on Thursday. Commenting on claims by his rivals in the poll – Murad Sadeddinov and Yagub Mammadov, who also balloted in the Second Nasimi Constituency 22 – Mollazade said that they used obscene words in his address in media, stating as though he ensured victory through falsification of the results of poll. So, using ‘black PR’ these candidates actually violated the democratic principles and election legislation, the politician emphasized. Mollazade refuted the charges laid on him. He also noted that exit poll conducted by PA Consulting Group in the Second Nasimi Constituency 22, which defined the victory of the Saddedinov, was not fair. They used ‘roundabout’ technology during the exit-poll. The chairman of the party also noted the progress in the conduct of the parliamentary elections held on 6 November. He appraised the demonstration of the political will by the Azerbaijani authorities in the elections, cancellation of the results in some constituencies, and removal of the heads of the District Executive Powers for interference in the poll.

NAP LAYS FOUNDATION OF NEW TRADITION - EXECUTIVE SECRETARY OF NAP

The ruling New Azerbaijan Party (NAP) with a victory in the elections and conduct of a rally-concert the ruling NAP paid the foundation of a new tradition, Ali Ahmadov, the Executive Secretary of the ruling party, told Trend. He noted that upon the rehabilitation of independence of Azerbaijan the NAP has repeatedly won the elections. “The nation supports President Ilham Aliyev’s policy, despite the opposition does not accept the victory. We will continue such traditions in future,” Ahmadov said. The Executive Secretary of the ruling NAP also noted that the opposition which lost the elections wants to secure own defeat. “People distrust in opposition,” he underlined.

‘IN THE NAME OF AZERBAIJAN” BLOC WILL NOT FIGHT JOINTLY WITH ‘AZADLIG’ BLOC

‘In the name of Azerbaijan‘ alliance will not hold the rally in Azerbaijan”, the head of the block’s central election headquarters Tale Aliyev told Trend. The bloc plans to hold only pickets. “We planned to hold rallies abroad in front of the OSCE and the Council of Europe offices, functioning in Ukraine, Russia, Turkey and other European countries”, Aliyev said. The bloc’s chairman said, they will not have a joint fight with the Azadlig alliance on cancelling the elections’ results. «We have chosen an independent struggle”, Aliyev said.

AZADLYG BLOC ASKS BAKU MAYORAL OFFICE TO SANCTION RALLY

Azadlyg bloc, the biggest opposition alliance, made a decision to hold a march-rally from “20 January’ subway station to Galaba square, the central elections headquarters of the bloc told Trend. Azadlyg appealed to the Baku City Executive Power with request to sanction the actions. “Azadlyg, as well as different blocs and parties will hold a rally on 14 November from 15.00pm to 18.00pm from “20 January’ subway station to Galaba square, with a demand ‘free elections’.

ROUNDTABLE ON PARLIAMENTARY ELECTIONS IN AZERBAIJAN HELD AT MSU

A roundtable on parliamentary elections in Azerbaijan and prospect of development of Azerbaijan’s statehood was held at the Faculty of History of the Moscow State University (MSU). Attending the event were R.Rizayev, the Azerbaijani Extraordinary and Plenipotentiary Ambassador to Russia, E.Guliyev, the adviser to the President of the Russian-Azerbaijan Congress, A.Dashdamirov, the full member of the Azerbaijan Academy of Science, Sh.Garayev, the first secretary of the Azerbaijani embassy in Russia, D.Akhundov, the adviser to the Azerbaijani embassy in Russia, Trend reports referring to Polit.ru.

The roundtable discussed impact of the last parliamentary election on prospect of development of Azerbaijan’s statehood and prospect of expansion of Azerbaijani-Russian relations post-election period.

The participants of the event concluded that the victory of pro-governmental forces in the parliamentary elections was natural. They voiced confidence that the Azerbaijani-Russian relations would develop hence both in political and economic sphere.

“PEOPLE COMMITTED VIOLATIONS IN PARLIAMENTARY ELECTIONS TO BE ARRESTED,” ALI HASSANOV

“The people committed violations in the 6 November parliamentary elections will be arrested,” Ali Hassanov, the head of the Public-Political Division of the President’s Apparat, said to a rally held in Galaba square on Thursday, Trend reports. “The last investigation by the Central Election Committee (CEC) revealed some shortcomings at some constituencies. The CEC made appropriate decisions in this regard and the people violated the 11 May 2005 President’s decree on improvement of lection practice were punished. The process will be continued hence,” Hassanov noted. The representative of the President’s Apparat reported that the people would not take the post, which may be used to affect the elections.

‘NATIONAL UNITY’ MOVEMENT, ‘AZADLIG’ AND ‘NEW POLICY’ BLOCS ANNOUNCED UNIFICATION TO HOLD NEW ELECTIONS

The ‘National Unity’ movement, the ‘Azadlig’ and the ‘New Policy’ election alliances adopted a joint statement on the 6 November parliamentary elections. This document has been adopted on 10 November at the joint news conference of these alliances, Trend reports. The leaders of the Azadlig and the New Policy election blocs and the leader of the National Unity movement Lala Shovket stated, they will carry out a joint struggle against falsified results of the elections. Political forces, which signed the declaration, demand canceling the results of the 6 November parliamentary elections and holding new ones.

NAP HOLDS RALLY IN RELATION TO VICTORY IN PARLIAMENTARY ELECTIONS

The ruling New Azerbaijan party (NAP) held a rally in Galaba square on Thursday at 15.00pm in relation to the victory in the 6 November parliamentary elections. The rally started with the national anthem, Trendreports. In his remarks, Ali Ahmadov, the Executive Secretary of the NAP, congratulated the Azerbaijani nation on the victory in the parliamentary elections. “he reason for the victory was the policy persued by Ilham Aliyev, the Azerbaijani president, confidence of the nation in the head of the country,” he added. In his turn, Ziyafat Asgarov, the Vice-Speaker of the Milli Majlis (Parliament), stated that the NAP knew that they would win in the elections beforehand, as the party pursued the policy of the Azerbaijani President. Rabiyat Aslanova, the activist of the NAP, reported that they would not changed Azerbaijan’s flag for other one. “The opposition held a rally under the orange flag in the square yesterday. Therefore, the NAP enjoys the trust of the nation,” she stressed. The rally ended with firework at 17.00pm. Ali Hassanov, the head of the Public-Political Division of the President’s Apparat, said to journalists that the number of the participants of the rally was 40,000.

“RADICAL OPPOSITION LOST DUE TO INCORRECT ELECTION TACTICS,” FAZAIL AGAMALI

“The radical opposition lost due to their incorrect election tactics,” Fazail Agamali, the chairman of Ana Vatan Party, said to a news conference of the independent candidates won in the elections, Trend reports. “The parliamentary elections were held in accordance with the Elections Code and international standards. Separate shortcomings and violation in some constituencies and elections stations did not affect the results of the elections. It was also confirmed by international observers, foreign companies, which held exit-poll, and the CEC. Nobody can allege that somebody’s rights were limited by different bodies. I don’t accept the opposition’s
statement about violations of rights. They lost due to their incorrect election campaign at their constituencies,” Agamali underlined. Anar Mammadkhanov, the independent candidate, said that the elections was normally organized, not taking into consideration some violations committed by the PA Consulting Group during the exit-poll.

Sabir Rustamkhanli, the chairman of the Civil Solidarity Party, noted that the elections were held in accordance with international standards. “The President’s decree, great number of international observers and journalists, participation of all NGOs in the observation of the elections, use of inking method testify for it. Though, some violations were registered during the elctions, but they did not affect the results of the voting,” Rustamkhanli said.

CEC CANCELS RESULTS OF VOTING IN SOME STATIONS

The Central Election Committee (CEC) held a next meeting on Thursday. The meeting discussed the complaints about activities of the election committees of the Nakhchivan town constituency 4, Karadagh 11, Azizbayov 2nd constituency 14, Lankaran town constituency 74, Shamkir rural constituency 99 on the base of the report by Natig Mammadov, the secretary of the CEC, Trend reports. The CEC made a decision on cancellation of voting at the election station 2 of Nakhchivan town constituency 4, Karadagh 11, Azizbayov 2nd constituency 14, Lankaran town constituency 74, Shamkir rural constituency 99.

AZERI GOV’T INVITE OSCE TO OBSERVE RE-RUNS OF THE ELECTIONS IN SELECTED DISTRICTS.”

”The United States looks to the government of Azerbaijan “to take corrective action in those districts where impartial and transparent investigations show that irregularities and fraud affected the results,” Bruce Connuck, the chargé d'affaires of the U.S. Mission to the OSCE, stated. The United States has said it believes that the November 6 parliamentary elections in Azerbaijan showed “improvement over previous elections in some areas,” but it shares the view of international observers that the elections did not meet a number of international standards. Noting that the government already had said it will rerun the election in at least two districts and that some cases of fraud already have been referred to the prosecutor general in Azerbaijan, he said “We expect more to be done and that the investigations, as they continue, be done impartially, thoroughly, transparently and, again, consistent with Azeri law and through Azeri institutions.” The United States is “pleased that the Government of Azerbaijan, through its Central Election Commission, is actively investigating these cases of fraud.” Connuck noted that the United States is encouraged that opposition demonstrations in the wake of the disputed November 6 parliamentary elections in Azerbaijan to date have been peaceful, as has been the government's response. We call on the Government of Azerbaijan to ensure that voters who were victims of fraud or abuse during the election have prompt access to a fair, impartial and transparent judicial process to resolve such complaints,” he said. “In line with normal procedure, the OSCE observation effort must continue through complaints and appeals processes. We urge the Government of Azerbaijan to invite the OSCE to observe re-runs of the elections in selected districts.”

BAKU MAYORAL OFFICE SANCTIONS OPPOSITION RALLY

“The Baku City Executive Power did not sanction a march-rally to be staged by Azadlyg on 12 November,” Hassan Karimov, one of the organizers of the action, also deity chairman of the Popular Front of Azerbaijan Party Azerbaijan (APFP, reformers), told Trend. The Executive Power rejected the appeal, motivating that on 12 November the people of Azerbaijan will celebrate the Constitution Day. The same time the Mayoral Office offered Azadlyg bloc to hold a march-rally 13 November. Karimov said that Azadlyg also accepted a proposal by the Mayoral Office on staging a rally from ‘20 January’ to Galaba square. Besides, they suggested to rally from 15.00pm to 17.00pm., despite the opposition’s plans from 15.00pm to 17.00pm. Karimov said that the talks would be held with the Baku City Executive Power on Friday. They will ask for prolongation of the action for 1 hour more on the actions scheduled for 13 November, as well as a rally to be held on 14 November.

THERE WILL BE NO APPEAL TO COURT ON AYAZ MUTALIBOV’S COMMISSION

«We will appeal to the court again on the commission of the Social-Democratic Party (SDPA) co-chair, the SDPA secretary Tofik Ahmadov told Trend. It should be noted, that the SDPA co-chairman Araz Alizade planned to hold a news conference on 10 November on the results of the 6 November parliamentary elections on the Yasamal third constituency N17. Ahmadov noted, they planned to appeal to the court in regard to frauds at the above-mentioned constituency. “I informed Ayaz Mutalibov being in exile in Moscow. He commissioned us not to appeal to the court, as the majority of votes in this constituency had been given in favor of the opposition representative. That is why we have not held this news conference”. It should be noted, a leader of the National Unity Movement Lala-Shovket Hadjiyeva has been elected deputy in Yasamal third constituency N17.

OPPOSITION EAGER TO SEE TENTS IN AZERBAIJAN – MP GURBANLY

The opposition anew wants to see tents in Azerbaijan,” Mubariz Gurbanly, the Deputy Executive Secretary of the ruling New Azerbaijan Party (NAP) told Trend. He was commenting of the will of the opposition to install tents in Galaba square. Gurbanly said that if the opposition, which lost the recent elections, wants to gain the votes through the establishment of tents, it is deeply mistaken. He stressed that the Azerbaijani authorities were long involved in removing the tents set up since 1992 due to inexperience of the opposition, while the opposition intends anew install tents. He underlined that orange tents can be approved only by the foreign patronages. “If the opposition acting under strange flags, strange slogans, strange portraits wants to return to tents, then they deserve it,” he emphasized.

OPPOSITION LEADERS MEET WITH FOREIGN AMBASSADORS

Ambassadors from several foreign countries to Azerbaijan met with the opposition leaders at the British embassy in Baku on Friday. Attending the gathering were co-chairs of Azadlyg elections bloc - Isa Gambar, the leader of Musavar, Ali Karimli, the leader of the Popular Front of Azerbaijan Party (PFPA), Sardar Jalaloglu, the vice chairman of the Azerbaijan Democratic Party (ADP), Lala Shovkat Hajiyeva, the leader of the National Unity Movement, Eldar Namazov, the co-founder of the Yeni Siyaset bloc, as well as head of the diplomatic missions of the Unites States, UK France, Germany, Poland accredited in Azerbaijan. Namazov said that during the meeting they focused on public-political situation, 6 November parliamentary elections. Leaders of the opposition informed about the irregularities noticed in the elections, constituencies, as well as the participation of the opposition representatives in the election. They also held an exchange of opinion on actions, held and planned by the elections blocs Azadlyg, Yeni Siyaset, National Unity as a sign of protest to the results of the poll.
