Some people have money. Clean and otherwise. There are a thousand variations of how the money assigned to repairing the roads made it into the pockets of a few lucky citizens. Bribery is nothing new in Supsa or Georgia, for that matter. It was there during the Communists. It was there under the Tsar. And it is there now. Everyone I spoke to had stories of how the police take bribes, the regional government takes bribes. And nothing gets done in Supsa.
