Regulations for Mass Media Use During the 1999 Parliamentary
Campaign
"CEC Decision on the Regulation of the Electoral Campaign
of Candidates
Proposed by Majoritarian List and Parties and Blocs Proposed by Proportional
List"
Guided by Articles 18, 19, 20, 21, 22, 23, 25, 81, 113, 139
and Points 4 and 5 of Article 112, the Central Election Commission decides:
- The election campaign starts 00:00 April 26 and ends on 24:00 on May 28,
except for 5 minutes time given to each participant on Armenian National Television
on May 29.
- The CEC provides equal opportunities for the unpaid use of state-owned mass
media during those periods of time when under the control of state broadcasting
for all parties and blocs running on the proportional list.
- The administration of periodical presses that have founders who are a governmental
or a local self-administration entity, or that are completely or partially
financed by the government or a local self-administration body, should provide
equal opportunities to all candidates and parties in publishing their materials.
- In the periodical press mentioned in paragraph 3 of this decision, electoral
campaign materials (articles, interviews, etc.) of parties and blocs running
on the proportional list are published without payment in 0.25 volume of the
printing. The materials to be published should be submitted to the editor
of the corresponding media 3 days prior to the publication date. An announcement
about the article should appear on the first page of the newspaper.
- Parties and blocs running on the proportional list have the right to the
unpaid use of not more than 60 minutes, and paid not more than 120 minutes,
of broadcast time on state television. From this total amount of time 10 minutes
to each party or bloc should be given on May 28, 1999. An additional 5 minutes
unpaid will be given to each party on May 29, 1999.
- To obtain unpaid broadcast time, parties and blocs running on the proportional
list should submit to CEC within 2 days after their registration by CEC the
time schedule for their appearances, mentioning the day and duration of the
appearances.
- In case the time periods of different time schedules coincide, the CEC together
with the authorized representatives of the parties and blocs carries out mutual
adjustments. If the contradictions still remain, a casting of lots should
take place.
- Based on the presented time schedules, the CEC prepares one universal time
schedule and presents it to the Armenian National Television for implementation.
- During party campaign propaganda, television displays on the top left corner
of the screen the time used for that broadcast and the next appearance of
that same party starts as a continuation of the previous broadcast.
- The fee for one minute of paid broadcast time on National Television for
the parties and blocs running on the proportional list is defined by the agreement
signed between National Television and the CEC (5 USD equivalent Drams for
broadcasting in the time period between 7 p.m. to 8:55 p.m.).
- In case the allocated broadcast time is not used, additional time is not
provided.
- Other state television companies are guided by the rulings defined by this
decision.
- In order to run electoral campaigns on state-owned television and radio
companies at the marz level, marz electoral commissions sign agreements with
these companies based on the written requests within 5 days after the registration
of the parties.
- Radio broadcasting time is allocated based on paragraphs 1-14 of this decision.
- Parties and blocs running on the proportional list have the right to the
equal use of not more than 120 minutes of unpaid radio broadcast time and
not more than 180 paid minutes.
- The fee for one minute paid broadcast time on National state radio for parties
and blocs running on the proportional list is defined by the agreement signed
between National Radio and the CEC (3 USD equivalent Drams for broadcasting).
- It is prohibited for candidates to the National Assembly to conducting their
own or other broadcasts on a state-owned radio or television company or on
a radio or television company where the state holds shares.
- Electoral campaigning by foreign radio or television companies retransmitted
in Armenia according to interstate agreements is prohibited.
- In order to coordinate the appearances of the parties by National Radio
and National Television, parties should appoint authorized representatives.
