Controversy Continues in Regional Electoral Commissions

Mekhak Gabrielyan, head of the AIM+ Bloc’s election campaign headquarters, told Oragir that the elections of the Deputy Chairman (National Democratic Union) and Secretary (AIM+) of the Shirak Marz Regional Electoral Commission were illegally annulled. Gabrielyan described the process as "a cleaning stage" carried out by the government to ensure its dominance in the Electoral Commissions but hopes that authorities will "come to their senses" and realize the importance of free and fair elections in Armenia. In Aravot, Andranik Hovakimyan, deputy chairman of the Armenian National Movement Party (HHSh) claimed that his party’s representative was elected Chairman of the Kotayk Marz Regional Electoral Commission but resigned due to pressure from the authorities. According to Iravunk there was pressure to resign put on several parties’ representatives elected in leading positions in the Regional Commissions of Tavush and Armavir Marzes. Precinct Commissions will be formed during May 9 – 12 and the newspaper predicts that they, too, will be led by representatives of the government.

Unity Bloc’s Tigran Torossyan, according to Oragir and Aravot, and Shamiram’s Angela Bakunts, according to Hayk, see the fact that the government has the most number of chairmen in the Regional Commissions as a sign that the government must take responsibility for the running of free and fair election this year. According to Torossyan, the formation of Central and Regional Electoral Commissions was much fairer in comparison to previous years.

"Justice and Rights" to Monitor All Precincts

Hayots Ashkhar, Azg, Hayastani Hanrapetutiun and Zhamanak had reports about an April 30 press conference held by Justice and Rights NGO Chair Nelli Baghdasarian and Vice Chair Varuzhan Antonyan. Baghdasaryan explained that although the NGO was registered only on March 25, 1999, its core is the older Vote Armenia, which was a union of NGOs that successfully monitored the 1995 Parliamentary Elections. Vote Armenia was the first nationwide local independent monitoring group in the FSU, but later laws prohibited local Armenians from election monitoring. Baghdasaryan said that the CEC had already accredited them and that despite financial problems they have 40 branches, including 1500 monitors, in all regions of Armenia. The group is already monitoring the election process and has revealed some irregularities they claim are due to inadequacies in the Election Law itself. Justice and Rights will be issuing interim reports on their findings throughout the election.

Government Reinstates Rejected Syunik Marz Regional Electoral Commission Chairman

On April 29 a Syunik Marz court reviewed the case against the Syunik Regional Electoral Commission brought by a member of the Commission complaining that the Chairman, Slavik Hovhannissyan's (representative of AIM+ Bloc) election as Syunik REC Chairman was invalid. The court agreed with the complaint and ruled the Hovhannissyan election invalid. A day later, on April 30, as Hayastani Hanrapetutiun and Oragir reported the government, using powers provided for in the Electoral Code, nominated the same Slavik Hovhannissyan as Syunik REC Chairman. The nomination power that the government possesses is exercised when the regional election commission fails to elect its leadership within three days starting from its first meeting.
