Azeri independent TV lists newly elected
MPs
Text of report by Azerbaijani TV station ANS on 8 January
[Presenter] The computerized information centre [of the Azerbaijani
Central Electoral Commission - CEC] announced the names of
the newly elected MPs in 11 electoral districts. We should
note that the overall turnout during the by-elections in 11
electoral districts was 47.39 per cent. The CEC registered
the highest turnout in the Astara [south of Azerbaijan] electoral
district No 53 which was 79.85 per cent. The lowest turnout
was registered in the Yasamal [in Baku] electoral district
No 2 - 26.86 per cent. Eldaniz Valiyev has details:

quorum issue urgently. What is the percentage [presumably,
of turnout], the president is interested.
[Correspondent] As you see, the president and the head of
the Presidential Executive Staff, Ramiz Mehdiyev, are interested
in the results of the by-elections which were held in 11 electoral
districts and monitored by over 200 international observers.
Panahov said that 47 per cent of the eligible voters had taken
part in the elections. With the exception of minor irregularities
in some districts, there were no violations of the law that
might influence the elections' outcome, he said. Panahov believes
that these elections were quite different from the 5 November
elections. However, Panahov himself knows that there is a
problem in the Haciqabul [central Azerbaijan] electoral district.
[Panahov] I have just been informed that in a precinct in
Haciqabul allegedly some extra ballot papers have been found
during the counting. I heard this and I do not know how many
extra ballot papers were found.
[Correspondent] One of the irregularities, which were mentioned
by Panahov, occurred in the Sumqayit [town near Baku] electoral
district No 38. Panahov said that Tahir Aliyev [former chairman
of the Customs Committee sacked by Azerbaijani President Heydar
Aliyev], who had been registered there, attempted to hamper
the electoral process and was rude to the district electoral
commission. Panahov said that a protocol had been drawn up
in connection with the incident. He said that the law-enforcement
agencies may deal with this issue. Thus, as Panahov himself
said, without taking into consideration minor disagreements,
the by-elections were deemed valid. The winners are:

8. Gulmat Pirmatov - NAP
9. Famil Mammadov - NAP
10. Oqtay Samadov - NAP
11. Abutalib Samadov - the Alliance for Azerbaijan Party
