AZERBAIJAN ELECTION WATCH 

November 22-Bulletin of the Emergency commission N1

The total fraudulence in elections to the Parliament which has taken place on November 5-th, exasperated the electorates who lost their faith and got fed up with social problems and was compelled to start mass actions in the most regions of Azerbaijan (Sheki, Lenkeran, Guba, Gazax, Beylagan, Imisli, Massally, Jalilabad, Ismayilly, Sabirabad, Saatly, Oguz, Mastaga and Nardaran regions of Baku ).

As a result of events taking place during last week in the whole series of Azerbaijan’s provinces, due to Human Rights violation, the front-line Rights Protection Organizations begin to join their activity and consider it necessary to create an emergency committee. By November 22,

Novella Jafarova ( The Association of Women’s Rights Protection after D. Aliyeva.) ;

Saida Gojamanli (The Human Rights and Legislation Protection Bureau ) ;

Chingis Ganizadeh ( The Committee of Democracy and Human Rights ) ;

Saadat Benanyarli ( The Azerbaijan National Section of International Society for Human rights ) ;

Sahib Mamedov ( The Citizen’s Labor Rights Protection League );

Ali Guliyev ( The Assistance Center to Democratic Elections)

Mirbaba Babayev (The Independent Rights Defendant)

conducted the first assembly of Emergency Committee. It is also expected the joining of another Right Protection Organizations. The Emergency Committee established a headquarters at the Human Rights Resource Center (Badalbeyli str.41).

Sheki

During carried out meeting, 17 people were convicted in Sheki on November 11-th.

On November 18-th, after conducting of the meeting based on social demands such as unemployment, shortage in gas and electricity supply, a mass number of population of Sheki was taken into custody in the early morning of November 19-th, straight away from their apartments. They even were not allowed to wear their clothes. And one woman were dragged off with an underwear on her. The convicted people were detained in the outskirts of the corn state farm # 5.According to the words of Sheki Council Member of Musavat party, Bakixan Kerimli, the arrested people was casual ones. The majority among them was the people who had not taken part in the meeting.

A violence and torture have been used toward convicted people.

Sheki’s inhabitant Anver Gulusoy was convicted and according to his brother’s words, he was brought to the Administration of Struggle Against Organized Offenses. In consequence of this, it has become certain that Anver Gulusoy was detained in Mingachevir. According to reliable information sources we have become aware that his arms were broken and, moreover, he was exposed to torture.

At 10:00 p.m. of November 18-th , 2000, Ismayil Sadixly, Musavat party’s signaler of Sheki region has got disappeared leaving his house. According to his wife’s words, Jagut Sadixly, at the time when people gathered near Executive Authority building, the police handed megaphone over to Ismayil. And then after subversive speech of an unknown person, during meeting, around 50 people started to go toward police station building claiming to release the convicted people. At this moment a fire exchange has started. A skirmish lasted for 1,5-2 hours. Then soldiers started to gush from the place called Dagdebeyi, thus, ceasing the fire exchange. Later on, arrests started to take place.

In the early morning of November 19-th at, at 7:10 p.m 14 policemen aiming to arrest Ismayil Sadixly (except district militia officer, the rest were not from Sheki ) by chance drop into the neighbors’ house, thus, destroying the courtyard house, breaking the household goods and thrashing a house-owner.

Pressures have been exerted on a sick child of Ismayil Sadixly, whose health state is very grave.

During the search, great material damages have been inflicted to Ismayil Sadixly’s house.

During collision between police and population, both sides have been injured and bloodshed has taken place.

At present, Internal Troops are controlling the city and unannounced state of emergency has occurred in the city. It is prohibited to go round by two and after unlawful night searches, many losses of household goods are happening .
