Correspondent Sabina Aslanova: The Bloc for Constitutional
Elections disseminated an appeal to the people saying that the
holding of the municipal elections later than the term defined
by the Azerbaijani Constitution, their disparity with the
democratic principles of the legislative documents on municipal
elections and the Central Electoral Commission and the holding
of the election process with total fraud prove once again that
these elections will become a show similar to the parliamentary
elections of 1995 and presidential elections of 1998.
The statement's authors believe that the vagueness of the
municipalities' status proves that they will become local
committees without any mandate.
Besides, the Bloc for Constitutional Elections considers
that by holding the municipal elections on 12th December 1999,
simultaneously the Azerbaijani authorities are attempting to
divert the public's attention from Azerbaijan's important
problems. Not ruling out the possibility that an agreement
contradicting Azerbaijan's national interests will be signed at
the OSCE's Istanbul summit and also taking into account the
claims of the international organizations regarding the
legislative documents on municipal elections, the bloc thinks
it is necessary to postpone these elections until a certain
date in the name of Azerbaijan's future.
