Azeri party representatives say electoral law violations have been tolerated

Text of report by Azerbaijani newspaper 'Yeni Musavat' on 2nd
September by Arastun entitled "Falsification in Gyandzha"

[Subhead] Parties will bring a suit

Our editorial office has received a letter jointly signed
by the representatives of Gyandzha city party organizations.
The letter says that the law "On municipal elections" was
violated during the organization of precinct electoral
commissions Nos 12 and 13 of Kyapaz and Nizami Districts. To
recap, it was previously reported that falsifications had been
tolerated during the determining of the lots-casting
commissions' composition in the aforementioned districts.
The representatives of the city party organizations
consider the deliberate refusal to receive protocols from the
meetings related to nominees to the precinct electoral
commissions or the delay in their reception to be a serious
infringement.

Despite the fact that 18 candidates were registered in
precinct electoral commission No 12 on 27th August 1999, a list
of nine candidates was read, which had been previously drawn up
.
Saying that the same infringements took place in precinct
electoral commission No 13, the representatives of the
organizations said that the majority of the elected candidates
were commission members in the presidential and parliamentary
elections.

The report says that meetings are being held with the
direct intervention and accompaniment of Gyandzha city and
district executive authority representatives.
The representatives of the Gyandzha city organizations who
took part in the meetings of the precinct electoral commissions
said that they would bring a suit against those two
infringements.
