Azeri democrats to boycott municipal elections

Text of report by Azerbaijani newspaper 'Sharg' entitled "DPA
boycotts elections" by V. Allahverdiyeva

Subhead: At its conference yesterday the DPA considers that a boycott of the elections is the most correct move from the point of view of the interests of the Azerbaijani
people as the basic clauses in the rules of the municipal
elections and the laws on status of municipalities run counter
to democratic principles and serious falsifications were made
in the procedure of adopting these laws. Speaking to 'Sharg',
the DPA secretary for electoral issues, Natig Jabiyev, said
that by organizing the game of forged elections, the
authorities are pursuing the aim of diverting the public's
attention from the 11th October [1998] presidential election
results and the capitulation policy in the Karabakh issue. The
DPA considers that it would be more expedient to hold
extraordinary presidential elections in normal and democratic
conditions instead of participating in such forged election
games given the current serious socioeconomic state of the
nation.
