Baku, 13th September: "The opposition will start a civil war if
a dishonourable peace on Karabakh is concluded. Let [President]
Heydar Aliyev, his entourages and the people be aware of that,"
the Azerbaijani ex-president and leader of the PFAP [People's
Front of Azerbaijan Party], Abulfaz Elchibey, told a
republic-wide sitting of the United Azerbaijan Movement on 11th
September.

If Aliyev makes concessions on the Karabakh issue then
this will lead to his resignation, Elchibey said.
"It is possible to seize power through uncivilized
methods, but it is impossible to stay in power, act against the
will of the people and sign a dishonourable peace," Elchibey
said. He ruled out the possibility of concessions to the
Armenians on the Karabakh issue and appealed to Turkey to give
Azerbaijan full support. Elchibey noted that he was ready to
call on Azeris living in Southern Azerbaijan (Iran) for support.
