Municipal election procedures should be investigated - Azeri official

 
Text of report by Azerbaijani newspaper 'Millat' on 23rd
September entitled "CEC member urges investigation of
irregularities"

A member of the [Azerbaijani] Central Electoral Commission
[CEC], Rafael Humbatov, appealed to the chairman of the CEC on
22nd September 1999 to investigate mass irregularities
committed in the formation of [territorial] electoral
commissions for the municipal elections [on 12th December]. The
appeal reads: "Serious violations of laws and the CEC's
instructions took place while setting up constituent electoral
commissions in Azizbekov, Khatai and Binagadi Districts of Baku
city, in the towns of Gyandzha and Sheki as well as in Kazakh,
Tauz, Salyany, Zardob and other districts. I request that an
urgent sitting be held on 23rd September, that a commission be
formed from members of the CEC to verify complaints received by
the CEC between 12th and 22nd September, and that Article 18 of
the law be ensured by discussing the findings of the commission."
