Electoral Violations Reported to the Azerbaijan Electoral
Rights Protection Hotline
On October 13, SOS- 938397 DER has received 6 reports.
ILLEGALITIES
1. Goranboy- the REC has refused to register the candidacy
of Arif Mammadov, a candidate from Goranboy-Naftalan election
district. Mammadov stated that the REC has made serious illegalities
while checking his documents. The candidate has made a complaint
on the illegalities to the president and prosecutor general
of the country. He demanded from the prosecutor general to
draw Arif Abbasov, chairman of the REC, to the criminal proceedings.
Mammadov insisted on creating conditions for checking the
signatures under the control of the prosecutor.
2. Khachmaz- the REC has refused to register the candidacy
of Izzat Biyabani, a candidate from Khachmaz election district
no.62, member of the Party Musavat. The REC has declared 125
of his signature invalid. According to the report of Ramazan
Aliev, chairman of the local branch of the Musavat, Biyabani
has also appealed to the court in connection with the incident.
In his words, the candidate of the Musavat has been refused
to register because of he is strong opponent to Ismail Omarov,
a candidate from that district, a TV corespondent.
3. Baku- the REC has refused to register the candidacy
of Akif Nagi, a candidate from the 2nd Khatai election
district no.10, chairman of the Karabakh Freedom Organization,
and member of the Musavat’s Assembly. The REC has declared
his signatures invalid. Nagi has appealed to the CEC with
complaint, and has not got any response, yet.
4. Ali-Bayramli- the REC has refused to register the
candidacy of Abdulla Farajov, a candidate from Ali-Bayramli-Salyan
election district no.29, chairman of the local branch of the
Musavat. He stated that the elections are directly controlled
by S.Gahramanova, head of the local government. In the words
of Farajov, other candidates have been neutralized in that
district for not creating problems to the pro-government candidate
Azer Guliev.
5. Bilasuvar- the REC has refused to register the
candidacy of Yusif Mehdiev, a candidate from Bilasuvar election
district no.58, chairman of the local branch of the Party
Musavat. In the protocol of the REC is stated that there are
similar signatures among 2,215 collected in support of the
candidate. Mehdiev said that the head of the local government
has ordered not to register his candidacy. In his words, the
Executive Office of the president has ordered the local authorities
to elect Khanhusein Kazimli, chairman of the Party of social
Welfare, a deputy.
6. Kurdemir- the REC has refused to register the candidacy
of Azad Omerov, a candidate from Kurdemir election district
no.72, member of the Popular Front. The REC has declared 294
of 2,252 signatures invalid.
On October 14, SOS- 938397 DER has received 7 reports.
1. Baku- the REC has refused to register the candidacy
of Zulfuqar Yusifov, a candidate from Nizami-Khatai election
district no.13, chairman of the Youth organization of the
Party Musavat. In the decision of the REC is stated that there
has been needed 6 signatures for the registration of Yusifov.
The candidate has appealed to the CEC.
2. Mingachevir- the REC has refused to register the
candidacy of Dilgam Aliev, a candidate from Mingachevir election
district no.37. Considering the decision of the REC unjust
and bias, Aliev has appealed to the CEC.
3. Baku- the unregistered candidates from Sabail election
district no.28- Rustam Mammadov, former head of the local
government, Gulnara Gurbanova, MP, Novruz Ismailov, and Rasim
Musabeyov, member of the Musavat’s Board, have stated that
the REC has made serious illegalities. It is notable that
the REC has refused to register their candidacy with the same
items. Mammadov said that the REC is working by the order
of the local government. Gurbanova stated that she was insulted
by the chairman of the REC.
4. Ali-Bayramli- the REC has refused to register the
candidacy of Mirmahmud Fattaiev, a candidate from Ali-Bayramli-Salyan
election district no.29, deputy chairman of the Popular Front.
Ali Bashirov, chairman of the local branch of the Popular
Front, considers the refusal of registering Fattaiev’s candidacy
a political order. He stated that most of the members of the
working group depend on the local government. Over 200 voters
whose signatures have been declared invalid have confirmed
their signatures given in support of Fattaiev once again.
But the REC has been indifferent to that issue. The candidate
has appealed to the CEC.
5. Qakh- Fizuli Manafov, a candidate from Qakh-Zakatala
election district no.60, has faced with strong illegalities.
While 5 of 9 members of the REC has been for registration
of his candidacy, the chairman of the REC Farrukh Gojaiev
has declared the decision on refusal of his candidacy. The
candidate has made a complaint to the CEC in connection with
the incident.
6. Yevlakh- the REC has refused to accept the signatures
and documents of Vagif Agaiev, a candidate from Yevlakh election
district no.30. It is notable that is a member of the Association
of Politically Repressed Persons. The chairman of the REC
has explained its reason with the lack of a reference on registering
the signatures of those who collected signatures in support
of the candidate. But there is not such a requisition at the
election law. The candidate has appeal to the CEC with a letter
of complaint.
QUESTIONING
7. Lachin- the REC has refused to register the candidacy
of Eldeniz Quliev, a candidate from Lachin-Kelbejer election
district no.71, film dramatist, and member of the Writers’
Union. While the candidate has made a complaint to the CEC
on the illegalities, but the CEC has not considered his complaint,
yet. Guliev has contacted with the hotline and asked for a
legal assistance. He was given a corresponding legal instruction.
