Kazakh parliamentary election results released

Interfax-Kazakhstan on 17th October

Astana, 17th October. The Central Electoral Commission [CEC] of
Kazakhstan on Sunday [17th October] summed up and made public
the results of the elections to the parliament's majlis [lower
house] held on 10th October.

The chairwoman of the CEC, Zagipa Baliyeva, told a news
conference in Astana that according to the results of the
voting by party lists, the Fatherland Republican Party [Otan]
had gained 30.89 per cent of the vote, the Communist Party of
Kazakhstan had 17.75 per cent, the Agrarian Party had 12.63 per
cent, the Civic Party of Kazakhstan had11.23 per cent, the
Alash Party had 2.76 per cent, the Revival Party of Kazakhstan
had 1.97 per cent and the Republican Political Labour Party had
1.38 per cent.

Baliyeva said that of 10 seats in the majlis to be
distributed by party lists, four would be taken by the
Fatherland party, two by the Communist Party, two by the
Agrarian Party and two by the Civic Party.
The CEC chairwoman noted that the formula by which the
parties' seats in the majlis had been calculated was an
international one.

Zagipa Baliyeva explained the delay with summing up of the
preliminary results of the voting by saying that the elections
held were "difficult" because the elections to the majlis were
held in conjunction with the elections to maslikhats [local
representative bodies] at all levels. She saide 547 candidates
in single-mandate constituencies stood for 67 seats in the
majlis and over 7,000 - to maslikhats.

None of the candidates gained the necessary number of
votes to be elected majlis deputy in 47 single-mandate
constituencies, which is why a second round of elections will
be held in these constituencies on 24th October, the CEC
chairwoman said.

Baliyeva said that candidate to the majlis deputy Tatyana
Muzhchil was a citizen of Kazakhstan and "had not breached" the
law on elections. The citizen of the republic "may have houses
and have residence registration in any place", she said.
Baliyeva said also that 273m tenge [141 tenge equals one
dollar] had been allocated from the budget to hold the
elections to the majlis and 660m for the maslikhats. One third
of the money allocated in the first round of elections will be
needed to hold the second round of the elections to the majlis,
she noted.

Of 20 majlis deputies elected in the first round of the
elections in the single-mandate constituencies, four are
members of the Fatherland party, seven are [members of] the
Civic Party, six are self-fielders and three were fielded by
trade unions.

Nineteen representatives of the Fatherland party went
through to the second round of the elections, seven from the
Civic Party, three from the Republican People's Party of
Kazakhstan, one from the Communist Party, one from the Citizen
Party, as well as 48 self-fielders and 15 from trade unions.
