Kazakh district commission head says poll results falsified in his constituency

Almaty, 15th October: The chairman of a district electoral
commission, Bolys Bopetayev, in a statement to the chairwoman
of the Central Electoral Commission (CEC), Zagipa Baliyeva, has
said that in Ili electoral district No 9 (Almaty Region) the
results of the 10th October elections to the majlis (lower
chamber) of Kazakhstan's parliament were falsified.
The statement was sent to the Central Electoral
Commission, and a copy of it was presented to the
Interfax-Kazakhstan news agency on Friday [15th October].
It is noted in the statement that its author has
information which can be confirmed by the [written] acts of
observers which say that in electoral precinct No 159 of Ili
District, according to the counting by observers, fewer voters
voted (637 ballot papers) than there were ballot papers (1,556)
in the ballot box after it was opened.

Bopetayev emphasizes that the local bodies of power have
ignored Kazakh President Nursultan Nazarbayev's address in
which he, on the eve of the elections, called on the local
authorities not to interfere in the election campaign.

In the statement, Bopetayev notes that "he is not making
unsubstantiated claims, that there are numerous [written] acts
by observers about `the job' done on election day, as there are
addresses by candidates and voters".

Addressing the chairwoman of the Central Electoral
Commission, Bopetayev asked to be relieved of the duties of
chairman of the district commission as he considers it "his
civic duty to demand of the country's leaders an objective and
serious assessment of such cases".
