Kazakh opposition leader claims flaws in voting procedure

 
Excerpts from report by Kazakh Commercial TV on 25th October

Yesterday's candidates for the deputy [of the Majlis, lower
house, of Kazakh parliament held on 24th October] claim that
there were more violations in the second round of elections
than the first round held on 10th October. They addressed all
their accusations to the local authorities.

[Petr Svoik, a deputy chairman of the opposition Citizen
(Azamat] Party] It had been clear beforehand that the elections
would be not only sleazy but badly rigged.

[Correspondent, over video of Svoik showing piles of clean
ballot-papers] This is a package of ballot-papers. They were
not taken into account anywhere, Petr Svoik confirms. A few
days before the elections, several times he [Svoik] handed a
few hundred such "leftist" ballot-papers to the district
electoral commission [presumably in Al Farabi electoral
district where he stood as a candidate].

[Svoik] They [ballot-papers] kepy coming in. Here you are,
please, a bandle of them is lying here. In principle, I myself
can open another electoral district and hold voting here. A
couple of days before the elections we were warned that there
were plans to distribute additional and unregistered, extra,
let us say, ballot-papers amongst the chairmen of the electoral
commissions so that these unregistered ballot papers bore
results.

[Correspondent] According to the assessment of the former
candidate, the distribution of leafelets under false names
through which some of the candidates openly threw dirt at their
rivals were also obvious violations. Petr Svoik's observers
note that they were even distributed on the eve of the
elections [on the very day campaigning was stopped according to
the election legislation].

[Svoik] Today, we know from where these [violations] came
from: they came from the akimat [district administration]. The
administration in the literal sense of the word puzzled all the
leaders in the district. They call to the administration. Well,
you know that the district administration also acts under the
leadership of [words indistsinct].

[Correspondent] On the contrary, Petr Svoik is not
planning to sue in court. He is deeply convinced that he will
not find justice there. The uncomplimentary assessment of the
new parliament unites these two candidates.

[Svoik] People who are needed by certain persons are being
appointed as deputies.
