Text of report by Kazakh Khabar TV on 24th August
The pre-election marathon is gaining momentum. A few more
people in Almaty decided to stand for the [parliamentary]
elections [to be held on 17th September for upper house and
10th October for lower house] today [24th August]. A
representative from the Otan [Fatherland] Party, Sergey
Dyachenko, and chairman of the Progress [Orleu] Movement,
Seydakhmet Kuttykadam, were registered as candidates for seats
in the Majlis [lower house].
[Correspondent, over video of the two being registered in
unspecified constituencies, people applauding for them and news
conferences] Two candidates for seats to the Majlis were
officially registered today in Alamty. A representative from
the Fatherland [Otan] Party, Sergey Dyachenko, and the Chairman
of the Orleu Movement Seydakhmet Kuttykadam received the
certificates of the candidates. Dyachenko, deputy chairman of
[Almaty] city branch of the Fatherland [Otan] Party is standing
for the elections from an industrial constinuency which include
Turksib District and part of Zhetysu District of Almaty.
Kuttykadam was registered in Alatau constituency of Almaty. The
registration procedure itself is simple enough. The candidates
hear warm words, they are given the certificates and a chance
to voice their election manifestoes. Seydakhment Kuttykadam, as
he says, is planning to turn the parliament into a real
political force. Sergey Dyachenko is of a different opinion: he
says that as a deputy he will fight for strengthening the
presidential power. Both of the candidates are planning to put
an end to poverty, unemployment and pension arrears.
The election fight of both candidates, to all appearances,
will not be easy. They will have at least seven to eight rivals
each. Each candidate, according to the law, might have up to
seven proxies and unlimited number of members of action
committees. There are well-known personalities among Sergey
Dyachenko's proxies, specificially, a Hero of the Soviet Union,
Sagadat Nurmagambetov [former Defence Minister of Kazakhstan].
Frankly speaking, he did not come to the ceremony of
registration but a certificate of a proxy of the candidate will
be handed to him later.
Seydakhmet Kuttykadam did not register his proxies today
but he underlined that Pokoleniye [Generation] Movement [of
pensioners], federation of trade unions and other public
organizations support him.
