Kyrgyz start to draw up electoral roll on 11th January

Excerpt from report by Kyrgyz radio on 10th January

The next stage of the election process will begin in the [Kyrgyz] republic
tomorrow: drawing up the lists of voters in all the electoral precincts on
the basis of reports received from local bodies of executive power and on
the basis of the lists of voters drawn up for the elections of local
councils held on 17th October, 1999. Here is a report by Inga Sikorskaya on
how this will be carried out and what voters should know.

[Sikorskaya] In line with the calendar plan of measures on the preparation
and conducting the elections of the deputies of the Legislative Assembly
[the standing chamber] and the Assembly of People's Representatives [the
non-standing chamber] of the Supreme Council [parliament] of the Kyrgyz
Republic approved by the CEC, the drawing up of the lists of voters
throughout the electoral precincts will start on 11th January. The drawing
up of the lists starts after the setting up of the precinct electoral
commissions which must be manned. Electoral roll officials, who are in
charge of updating the lists of voters drawn up for the past elections to
the local councils, have already started their work. The electoral roll
must include all citizens of the Kyrgyz Republic over 18 years of age.

A citizen's permanent or primary residence on the territory of an electoral
precinct serves as the basis for including the citizen into the lists.
Moreover, in some cases the temporary place of residence of a citizen on
this territory can serve as a reason for including the citizen into the
roll.

[passage to end omitted: on the importance of the correct drawing up of the
roll; the head of the information and analytical department of the CEC,
Nina Petrovna Mukhina, said people should make sure that they are included
in the roll; the lists of voters should be available for people not later
than 15 days before the elections or on 5th February; correspondent said
that every person can be registered only in one electoral precinct; the
Shayloo, Elections, computerised system in the CEC allows to conduct strict
account of the voters and avoid mistakes]
