Bishkek, 2nd February: Serious passions have been inflamed with regard to
the charter of the Democratic Movement of Kyrgyzstan Party prior to the
parliamentary elections [on 20th February]. The former leader of the
Democratic Movement of Kyrgyzstan Party, Kazat Akmatov, said at today's
news conference at the Kabar news agency that the party's charter consists
of "complete and utter misunderstandings". In particular, it does not have,
he said, such basic points as those regarding the legitimacy of the
congress, a quorum of the party's regional members and many other points.
Akmatov and other members of the party believe that the previous congress
of the DMK [Democratic Movement of Kyrgyzstan Party] which was held in
early January 2000 was illegitimate, because its members in Naryn Region
[in southeast Kyrgyzstan], as well as some members of the party's political
council in Bishkek, were not notified and did not take part in the
congress. In connection with this situation, they [Akmatov and other party
members] intend to bring an action [against the party] in the Supreme
Court.
The present leader of the movement, which has been reorganized from the
Democratic Movement into the [Democratic Movement of Kyrgyzstan] party,
Dzhypar Dzheksheyev, also set out his arguments to this effect. He said
that "Kazat Akmatov has never been concerned about the party's affairs"
throughout the seven years of the party's existence, has failed to attend
numerous sessions of the political council and has thus simply dismissed
himself from the party". The leader of the DMK [Dzhypar Dzheksheyev] said,
speaking about Akmatov's claims regarding the notification of congress
delegates, that announcements about the convening of the congress were
placed in the newspapers. He did not deny the opinion voiced by jounalists
that there has been an "underlying political cause".
According to the report received from the Central Electoral Commission
[CEC], a commission set up by the CEC to investigate complaints from the
DMK's regional departments, has considered documents on the legitimacy of
the nomination of candidates from this party. It appeared that 33 of the 72
delegates who took part in the third stage of the recent congress of the
DMK Party were dummy figures. In other words, they had not been entitled to
represent the party's interests from Osh, Bishkek and Issyk-Kul regional
departments of the party. "This allows the conclusion to be drawn that the
congress of the DMK Party on nomination of its candidates to stand in the
parliamentary elections is illegitimate," the CEC said.
