Excerpts from report by Kyrgyz radio on 7th February

[presenter] Today the CEC [Central Electoral Commission] has cancelled a
resolution by a district electoral commission to register a candidate for
the Assembly of People's Representatives [non-standing chamber] of
parliament in the Universitetskiy electoral district in Bishkek,

Dzhenishbek Baybudinov, for providing inaccurate information on his incomes
and property. The CEC has adopted another resolution cancelling a district
electoral commission resolution on deputy Davran Sabirov. Here are details
by Inga Sikorskaya.

[Sikorskaya] It was said at a CEC session today that the district electoral
commission at No 1 Universitetskaya electoral district in Bishkek had been
sent a query by a citizen Dyykanov regarding the legitimacy of the
registration of a nominee to the Assembly of People's Representatives,
Dzhenishbek Baybutiyev.

property in Moscow]

The district electoral commission forwarded Dyykanov's query to the Bishkek
prosecutor's office. Following an investigation, the prosecutor's office
established that candidate Baybudinov had failed to declare in his papers
that he owned a flat in Moscow. A member of the Central Electoral
Commission, Aynura Eshimova, said this at the CEC cession today.

The CEC also considered an appeal by a candidate running for the Assembly of
People's Representatives in electoral district No 34, Davran Sabirov. He
appealed to the CEC against a district electoral commission decision to
cancel his registration. The point is that Osh television [southern
Kyrgyzstan] has run a promotion video called Odnazhdy [Once] based on a
play "Do not go to Bay and Batrak" [rich landowner and farm-worker] by
Hamza [19th century Uzbek writer] [word indistinct] the electorate voted in
favour of Davron Sabirov. According to members of the district electoral
commission, an underlying nationalist idea was clearly seen in the video.
For this reason the commission resolved to cancel the registration of the
candidate. However, a CEC lawyer, Bektur Zulpiyev, thinks that the regional
electoral commission has violated Article 17 of the Kyrgyz election code.

[Zulpiyev] The district electoral commission must adopt its resolutions
openly and publicly. Neither the electoral commission for district No 34,
nor the Central Electoral Commission are in a position to evaluate the
content of the video. A law-enforcement agency expert has to be invited to
do this.

[Sikorskaya] The CEC had adopted a resolution annulling the decision by the
district electoral commission No 34 to cancel the registration of a
candidate for the Assembly of People's Representatives, Davran Sabirov.
