Bishkek, 9th February: Following the cancellation of a CEC [Central
Electoral Commission] resolution on 25th January 2000 to register the list
of candidates for parliament from the Democratic Movement of Kyrgyzstan
Party [DMK], the party held its fifth extraordinary congress.
The party's leader, Dzhypar Dzheksheyev, delivered a report at the congress
on the political situation in Kyrgyzstan ahead of the elections. In his
speech, he voiced dissatisfaction with the actions of the authorities, who,
according to him, were preventing opposition members from contesting
parliament seats.
The party members intend "to shout from the rooftops in order to attract
public attention", go on a political hunger strike or set up a picket
together with like-minded people.
Dzheksheyev said that on 8th February the OSCE ODIHR [Office for Democratic
Institutions and Human Rights] mission for the observation of the elections
in Kyrgyzstan voiced its concern about the fact that the DMK candidates had
been denied registration.
In order to restore the party's political reputation and protect its honour,
the congress participants have proposed to expel from the party Kazat
Akmatov, one of the founders of the party, and Dzh. Kadyraliyev.
As is known, a district court in Bishkek ruled that the party's fourth
congress, which had approved the list of candidates for parliament, was not
legitimate following Akmatov and Kadyraliyev's complaint.
