Bishkek, 9th February: The second violation of candidates' rights by
regional electoral commissions has been registered so far. A Central
Electoral Commission sitting today examined an appeal against an unlawful
resolution by the electoral commission in the Togolok-Moldo electoral
district to deny a candidate for the Legislative Assembly [standing
chamber] of the parliament, B.Kadyrov, registration. The district electoral
commission based its decision to ban the candidate on the fact that Kadyrov
had given inaccurate figures in his report on his income. However, the
CEC's auditing commission found that he had cited a larger sum in the
report on property and incomes than he possessed. According to the
candidate, this occured because of his ignorance of some clauses of the law
on elections. The Central Electoral Commission orderered that the
candidate's right to stand in this electoral district should be restored.
The CEC also approved the notification by a deputy of the Legislative
Assembly, A.Kadyrbekov, on laying down his powers [as a deputy] due to his
appointment to the post of deputy head of Batken District [in newly set-up
Batken Region in southern Kyrgyzstan].
