Please, find below some updates on the pre-elections to parliament of
Kyrgyzstan.

a) The KCHR have been reported by its regional coordinator in Issyk-Kul -
J.Shadykanov that in Bosteri village when he and his fellows from the
Coalition of NGOs - Omurakunova and Shapovalov ( who at present works as a
manager of the club "Chaika" in Bosteri village) held a meeting with the
local domestic observers of the elections in the club, they were approached
and threatened by the people from the local administration, including
Jolochu Ismailovich- secretary of the local council and by the Chairman of
aiyl okmotu ( village administration) of Bosteri who even wanted them to
detain in militia (police). Shapovalov was warned that after the elections
he will be fired from his position of a manager of the club.
Reportedly, the local administration wished to have the elections without
any observers.

b) According to "Asaba" weekly (issued on Feb 15):

1) akim (or head of administration) of Mailuu-Suu city in Jalal-Abad
city - Toktosunov and the city prosecutor - Hakimov at the meetings
with electorates were saying as " Give your votes for Kambaraly Kongantiev
, a man of the President, and a candidate to the Legislative Assembly of
Jogorku Kengesh

2) Nagyima Omuralieva , citizen of Nooken rayon reported that Kanybek
Sheraliev from the ayil okmotu was agitating local villagers in favor of
"Union of Democratic forces " block headed by Ch.Aitmatov, otherwise
according to him working villagers would loose their jobs.

3) The same is happening in neighboring "Dostuk" village of Nooken rayon.
Head of ayil okmotu Jolboldu Mamanov referring to "the instruction of the
governoe K.Jumaliev" is forcefully pushing through the assistants - Tilek
Akanbaev and Abdymanap Toktogulov..

4) Reportedly, Erkinbek Amanaliev, deputy Governor of Naryn province and
a candidate to parliament, at one of his meetings with the local electorates
put out a claw when the electorate showed him a document proving his
machinations or deeds when he used before working as akim of Jumgal
rayon. He threatened that the electorates can do nothing about him.
According to "Asaba" weekly the publication is in preparation.
