Bishkek, 24th February: A candidate running for election to the parliament's
Legislative Assembly in Kara Su electoral district [in southern Osh
Region], Tursunbay Bakir Uulu, has collected 50 documents drawn up on
eye-witnesses' evidence confirming that his opponent in the election
campaign resorted to buying votes. The well-known human rights activist,
chairman of the National Human Rights Commission under the president of the
Kyrgyz Republic [Tursunbay Bakir Uulu, he is also the leader of the Erkin
Kyrgyzstan (ErK) Progressive and Democratic Party] announced this at a news
conference at the Kabar news agency. [Passage omitted: Bakir Uulu accused

In addition, Bakir Uulu told journalists that on the basis of these cases he
had sent a letter of appeal to the [Kara Su] district state administration,
to the office of public prosecutor of the district and to the Interior
Ministry's regional subdivisions, but that he had not received an answer to
his application. Therefore, he said at the news conference, "having found
no truth in the south, I was forced to come to Bishkek". Here he intends to
make the relevant complaint to the Prosecutor-General's Office, to the
Central Electoral Commission and to other instances about his opponent's
"dirty" actions.
