Kyrgyz non-government body criticizes first election round

Bishkek, 1st March: Having processed the reports of its observers, the NGO
coalition For Democracy and a Civil Society has summed up the preliminary
results of the parliamentary elections held on 20th February. In the light
of these reports, today 56 complaints have been made to courts, 45 appeals
have been submitted to public prosecutors' offices and 66 statements have
been made to district electoral commissions and to commissions at other
levels throughout the republic, the executive director of the coalition,
Tolekan Ismailova, told a news conference at the Kabar news agency. She
singled out in her report a number of aspects of the voting process in the
first round of the elections and of the runup to the second round of the
elections: the poor quality of voters' lists, grave interference by
representatives of local bodies of power in the electoral process,
violation of students' electoral rights, electioneering during the
elections and so on, which according to her, require serious attention from
the authorities, nominees, political parties and public associations.
Ismailova cited a number of such cases at the news conference. For example,
a list of voters drawn up by members of polling station No 1118 and sent to
a district state administration for putting in the Shayloo [Election] state
automated computer system, came back printed with numerous mistakes,
repetitions of one and the same surnames, inaccurate addresses and even
with the surnames of the nominees who had withdrawn from the election
campaign. Independent coordinators from this coalition believe that
students' rights were gravely violated on 20th February. At present, the
coalition intends to organize full-scale monitoring of the runoff elections
on 12th March.
