Statement of Ar-Namys Party Chairman F. Kulov on results of parliamentary elections in Kyrgyz Republic
The second round of the parliamentary elections held on March 12 obviously demonstrated the denial of the principles of democracy and freedom by the state administration.
Unexampled pressure on the electorates by bribery and open intimidation from the executive bodies, total dependence of the judicial powers on President’s Administration, obvious bias of state media, tremendous violations of the Elections Code by the electoral commissions – these are the main trends of the period of preparation and holding the second round of the elections.
And in spite of it high political involvement of our people, who hoped in regard of the elections for positive changes in the situation in the country.
The main strike was directed toward the opposition representatives. As OSCE Observance Mission in Kyrgyzstan stated, "some candidates were de-registered in period between two rounds. Election commissions and courts issued a number of inconsistent decisions, creating by this mix-up and uncertainty". Under alleged reasons just few hours before the elections D.Usenov, O.Suvanaliev and Ar-Namys Party memberA.Bakov were barred from the second round.
Electoral process in Kara-Buura constituency No. 44 was accompanied by serious crass violations of the Kyrgyzstan’s Election Code. In fact, the whole state apparatus worked against one candidate. Hundreds of officers from Ministry of National Security, Ministry of Internal affairs, prosecution and other executive bodies were detached to Talas province for the campaigning against F.Kulov. The humanitarian aid for millions soms was delivered. Our and independent observers from international organizations recorded and conducted over 350 acts on violations during elections.
Due to mass facts of Election Code’s violations, restriction of the voters choice, falsification of election results in Kara-Buura constituency there will be complaint filed to the district court demanding to cancel results of the second round of the elections.
Main political result of the held parliamentary elections is the denial of the principles of democracy and freedom, total neglect of the international obligations, unfulfilled people’s expectancy, increase of the chasm between the public and authorities, increase of political tension in the country.
The last days events only strengthen my confidence of the correctly chosen path. I thank all people who supported me during the parliamentary elections. I thank for their faith. I had never betrayed you and I will never do it in future.

PS This statement was made on Monday, March 13, on the press-conference. However, non of the local TV stations, even Piramida TV, did not dare to spotlight this conference. As we were informed by the reliable sources, Piramida is under strong pressure and their videotaped material of this conference was taken away. Biinazarov, Piramida TV director, receives orders not to allow journalist to videotape protesting people and spotlight the electoral process. Also TV did not air the assessment of the Head of OSCE Observance Mission Mark Stevens. On Monday, March 13, he diffused his statement, where it is clearly shown that parliamentary elections failed to comply with OSCE obligations.
Minor independence of the electoral commissions, selective use of legal sanctions, interference of state officials into electoral process – this is incomplete list of recorded violations by mission.
The fact that D.Usenov was barred from the second round, second round results in Kara-Buura constituency No. 44, scandal tied with the chairwoman of the electoral commission of the constituency No. 44 (Moldogazieva acknowledged in public that irregularities were taking place, and she was forced to resign), pressure on students so that they would vote for the certain candidate bring serious concerns. According to the OSCE, these negative trends should be addressed before the Presidential Elections due later this year.
Riots (distemper) in Kara-Buura district.
Parliamentary elections were ended by mass riots in Kara-Buura constituency No.44.
On Monday, March 13 near the district administration building population of the Kara-Buura district, as well as people of neighboring Bakai-Ata and Manas districts started gathering. By 14.30 p.m. the number of people reached over 500. Protesting people showed their displeasure with the results of the elections held the day before and were shouting: "Kulov, Kulov! We don’t need Sultanov!" Alymbai Sultanov himself – Kulov’s opponent, who is now former head of Talas UVD (department of internal affairs), elected to Legislative Assembly of the parliament, - was celebrating his victory in the building precinct to district administration.
Protested people demanded meeting with the chairman and members of the electoral commission. This demand was not met, then they tried to break the door of the administration. To Kara-Buura district center Kyzyl-Adyr intensive militia cohorts were sent. There were separate brushes between protesting and militia.
At the evening they did break the door, totally blocking the administration building and were holding there head of Kara-Buura ROVD (militia unit) M.Abaskanov and head of regional union of the Ministry of National Security B.Kozubaev. By the night they decided hold perpetual meeting. Some of them went back for the warm clothes, jurts (felt houses) and tents. The "hostages" were released. On March 14 number of protesting people increased up to 1000 people – on account of upcoming population from the district villages. The crowd became organized, the leaders were defined. There were certain demands addressed: to find the elections results invalid because they were carried out with falsifications, numerous violations, the pre-election campaign was accompanied by intimidation and bribes of the electorates. Protesting people also demand authorities and law enforcement bodies to apologize in public before the population.
Over 70 aksakals (respected elderly people), representatives of 62 villages on 2 buses headed to Bishkek with purpose to forward their demands to Central Election Commission and President’s apparatus.
