To the Chairman of Central Election and
Referendums Commission of the Kyrgyz Republic
As related to your letter addressed to all the regional,
district and precinct commissions about the participation
of NGO coalition in monitoring of the election.
Dear Mr. Imanbaev,
We have received calls from all the regions of the republic
saying that the Government gets prepared to allow no independent
observers to monitor the election of the president.
We have recently informed that independent observers would
be accredited on the day of the election on behalf of 62 officially
registered organizations – partners of the Campaign. However
the letter about the prohibition of the Coalition’s participation
in election is interpreted by local authorities in the way,
which suggests that none of the 2000 independent observers
be allowed to participate in the Campaign even if they have
accreditation letters issued by registered NGOs including
the public association of "For Democracy and the Civil
Society" – head office of the Coalition.
Yesterday, on 27 of October the Chairman of the District
Commission and the District Prosecutor informed a coordinator
of the campaign for the district Ms. Vera Tarannikova of the
prohibition imposed on the presence of independent observers
referring to the letter of the Central Election Commission.
All attempts made by V. Tarannikova to explain that all the
60 independent observers were registered on behalf of the
officially registered NGO have been in vain.
Today the Kemin District Court at 10:00 a.m. started the
consideration of appeal made by B. Tarannikova against actions
undertaken by a district election commission restricting the
participation of observers.
On 27 of October the Chairman of the Kaiyndy district commission
Mamyraliev warned a campaign coordinator for the district
Ms. Zeynep Imanbekova of that independent observers would
not be allowed to be present at polling stations as referred
to the letter of CEC.
Today in the Karavan district of the Jalal-Abad region a
coordinator of the Campaign for the Region, "Aybek"
NGO leader Khadamov Takhir was called to the head of the district
Mr. Sh. Osmonov where he in the presence of district prosecutor,
chief of the police and chairman of the court was informed
of the CEC letter and the prohibition for independent observers
to be present at the election. All the attempts made by the
NGO leader to explain hat his NGO represents a quite different
organization were in vain. At last T. Khadamov was warned
that if any of independent observers comes to polling stations
they would be arrested.
In the At-Bashi district precinct election commissions confirmed
the fact of the meeting conducted by the Head of the District
Mr. J.S. Jakypov and that any representative of NGOs did not
attend them.
Similar messages (as to the matter) keep coming from Talas,
Tokmok, Jalal-Abad, Boz-Teri and other places.
Under these circumstances and on behalf of two thousands
of independent observers representing sixty two NGOs, on behalf
of their families I ask you and the Central Election Commission
to make a statement containing additional explanations relative
to the participation of NGO in monitoring of elections on
29 of October.
Your silence as to the problems intentionally or unintentionally
caused by your very letter will mean you agree that the day
of the election on 29 of October is not fully attended by
independent observers. This of course would question the openness
and honesty of the election.
To Chairpersons of regional and Bishkek and
district and precinct election commissions
The NGO coalition is not permitted to observe over election,
the appeal made by the State Department of the USA was not
paid attention to by the Kyrgyz Government. Below is the letter
of the Chairman of Central Election Commission Mr. S. Imanbaev
addressed to chairpersons of regional and Bishkek city, district
(of towns) and precinct election commissions of the Kyrgyz
Republic
The Central Election Commission of the Kyrgyz Republic informs
that observance over the presidential elections of the Kyrgyz
republic can be participated by registered by the Ministry
of Justice of the Kyrgyz Republic public and NGOs. The Coalition
of NGOs for Democracy and Civil Society headed by Tolekan
Ismailova has not the right to observe over the election of
the president of the Kyrgyz Republic, because according to
official information obtained form the Ministry of Justice
of the Kyrgyz Republic such an organization has not been registered
as a legal entity.
Information provided by a deputy Legislative Assembly of
the Parliament of the Kyrgyz Republic Alevtina Pronenko broadcasted
on NBT TV channel relative to the CEC, which admitted the
Coalition of NGOs "For Democracy and Civil Society"
to observance over election and to calculating of the results
of voting is not true. At the same time all the NGOs including
those allegedly considered to be members of the Coalition
of NGOs with their having been registered by the Justice institutions
have the right to participate in the election of the president
of the KR under their own original names. The admission to
the observance over elections according to the article 17
of the Election Code can be provided once ID issued by the
registered candidate, a political party, a public association,
meeting of voters with indication of the specific number of
the polling station where a specific observer has been delegated
to. The ID issued by a political party and a public association
is certified by signatures of heads of organizations and a
stamp.

Persecutions of authorized officers of the candidate for presidency
Mr. O. Tekebaev

According to the campaign staff of the candidate for presidency
of the Kyrgyz Republic O. Tekebaev
On 23 October at 16:00 a shot was fired at the building of
the campaign staff of the candidate for presidency O. Tekebaev
in Kyzyl-Adyr village located in the Kara-Buura district of
the Talas Region. Fortunately people there did not suffer.
This incident was reported to the chief of the district police
department, who did not give his feedback on this.
On 25 October 2000 deputy head of the Kemin District State
Administration Aynagul Chylybaeva gathered for a meeting all
the village authorities officers and made everybody condemn
O. Tekebaev’s campaign workers and heads of organizations
fire their subordinates participating in the Tekebaev’s campaign.
Chief officer of the Kemin District Turus Beisheev warned
and threatened that those campaigning for O. Tekebaev would
be thrown into the Chu river and drowned.
On 26 October during the election campaign in the Alamedin
market of Bishkek officers of 23 division of Bishkek police
arrested for no reason campaign officers of O. Tekebaev A.D.
Jakypov, K. Mamatkaziev, K. Abdyldaev, K.D. Momunov. The militiamen
who recorded all these actions refused to produce their IDs
referring to the instruction of the Sverdlov district police
as to the prohibition of campaign activities.
On the same day in the Osh market Nurbek Duyshekehev was
halted and then taken to a police station. Mr. Oljobaev (head
of the police for the Osh market) demanded that campaigning
and distribution of campaign related printed materials be
stopped because, as he declared, the market is private property.
On 27 of October at 11:00 head of the Novopavlovka village
police station Bektur Jumagulov halted an authorized representative
of the candidate O. Tekebaev for presidency of the Kyrgyz
Republic Sh. Koichumanov for the distribution of campaign
materials. At 19:00 he was released and was given a notice
to come to the Sokuluk District Court on 28 of October.
That’s how one can come to the conclusion that the scenario
of the existing president Akaev and Special services of the
Kyrgyz Republic has been launched, the information distributed
by the KCHR gets confirmed. Under these circumstances international
observers are hostages of falsifications of the elections
of the president in Kyrgyzstan
