on elections to local self administrations

of Kyrgyz Republic passed on October 17, 1999.

The Central Election Commission did not comply with its committments.

 

The elections to local Keneshs (councils) were conducted throughout the territory of Kyrgyz Republic (KR) on October 17, 1999. Kyrgyz Committee for Human Rright (KCHR) was involved actively in these elections putting up its independent observers in the electoral districts. Prior, before the elections, observers attended training courses. The training-courses were focused on the principles of suffrage; voters’ rights; election monitoring principles, selective procedures and rules on the day of elections. Also they participated in training seminars organized by the Coalition of NGOs for Democracy and Civil Society. It was explained to the observers and seminar participants, that elections of October 17, 1999 to town, township, and village kengeshes would run firstly in accordance with the new Elections Code of KR adopted in May, 1999.

 

KCHR observers were given certificates indicating the number of electoral districts, where they would act as independent observers. Thus, 22 electoral districts in Bishkek, 30 - in Chui province, 14 in Djalal-Abad province - were covered by independent observers of KCHR.

While monitoring on the day of elections to local coucils (self-governance), observers traced passiveness of some representatives and members of local and district election commissions. With their actions or idleness they infringed some requirements under articles of the above-mentioned Code of Elections. It testifies on a low-level of knowledge of some of their representatives in provisions and requirements of the Code.

 

In KCHR’s view low propagation, insufficient study by members of district and local election commissions themselves of the Election Code, lack of proper control on the side of the Central Election Commission (CEC) of KR to follow-up over transparency of voting for a candidate (that candidates should be deserved and integral) and a strict fulfillment of regulations and requirements of the new Code are the main reasons. Consequently, violations took place including during pre-election procedures of which the following violations serve as evidence. For instance:

 

 

Article 16, clause 1 of the election code forbids persons directly subordinate to the candidate be a member of an election commission.

 

Direct subordinates of Baichiev E. A., the candidate and chairman of ASK "Victory" were included into the list of commission members. In the result of interference of Bekberdinov N., KCHR activist these election commission members were excluded from the list and other people were included instead.
