Along with election of the lower chamber of parliament Tajikistan conducted election of local Majlises – local representative authorities. Accordingly, the first and the second rounds of election of local Majlises were held on February 27 and March 12.
In the background of turbulent parliamentary campaign the local elections passed comparatively quietly. There were few [pretenders to deputies' seats. In modern conditions of Tajikistan, these positions do not possess any practical importance, because local Majlises do not have real authority. Besides, the deputies are not paid salaries, and combine their activities with their main occupation. The press and the election commissions did not pay much attention to these elections. The major conflict situations occurred on the day of registration and on the day of elections. Those were mostly complaints to representatives of executive authorities, election commissions, etc.
In accordance with election legislation and the schedule of Central Commission for Elections and Referendum (CEC), the latter undertook to publish the summary of the elections to local Majlises not later than on March 15. By this moment, only preliminary results of the elections in most regions of the Republic have been published. One can say now that the results to great extent are similar to those of parliamentary elections. The People’s Democratic Party of Tajikistan (PDPT) is also the leader with 60% of votes by preliminary estimation. The Communists are on second position, with 20%. The non-party deputies are the third large group. Like at election of Majlisi Namoyandagon, many representatives of the government structures took many seats at local Majlises. For example in Mountainous Badakhshon Autonomous Region among the 68 deputies of regional Majlis 16 represent executive authorities, 13 are managers of organizations and enterprises, etc.
After the latest amendments to the Constitution were adopted, deputies to local Majlises received the right to nominate candidates to the upper chamber of parliament – Majlisi Milli. Thus, the Khatlon, Leninabad and Badakhshon regions, Dushanbe, Districts of Republican Subordination are to elect, at sessions of their deputies, five members of Majlisi Milli each – altogether 25 persons. Eight members of Majlisi Milli will be appointed by President. Sessions of regional Majlises already were held in Khatlon, MBAR, and Leninabad regions, and the deputies to Majlisi Milli have been nominated. The session of Majlis of Dushanbe on March 15 had a similar goal. In all these cases, heads of these regions – chairpersons of regional authorities and Mayor of Dushanbe were nominated.
Although local Majlises were not formed in some areas, already one can make a conclusion that most probably the ruling party will get the majority at Majlisi Milli. By decree of President, the elections will be held on March 23. Though, representatives of CEC do not exclude the possibility of transferring the date.
