Tajik election body urges opposition candidate to run in presidential poll

Excerpt from report by Tajik TV on 28th October

[Presenter] The election campaign is currently continuing in
the republic [for the presidential elections on 6th November].
The chairman of the Central Election Commission, Mirzoali
Boltuyev, said the following on the subject:

[Boltuyev] We reported earlier that the Central Election
and Referendum Commission of Tajikistan [CERCT] considered the
decision of the Supreme Court of Tajikistan on 22nd October
1999 and registered the candidate [from the Islamic Rebirth
Party] for the post of president of the Republic of Tajikistan,
Davlat Usmon. May I remind you that in accordance with Article
25 of the law of the Republic of Tajikistan on presidential
elections in the republic, within two days of registration, the
CERCT presents the appropriate certificate to the presidential
candidate, about which Davlat Usmon has been notified twice.
However, Davlat Usmon has not appeared at the CERCT to receive
his certificate.

I should therefore like to take this opportunity to inform
presidential candidate Davlat Usmon and other individuals
concerned that he has to receive his certificate. The CERCT
will hold a final meeting for this purpose at 1500 hours [1000
gmt] tomorrow [29th October].

I request Davlat Usmon, representatives of the OSCE, the
UN and other concerned individuals to attend a ceremony to
present the certificate to the presidential candidate.
[Passage to the omitted: presidential candidates and their
proxies will have media access during the election campaign;
observers of foreign countries and international organizations
will take part in the elections to ensure they are democratic].
