Detailed breakdown of regional voting figures in Tajik presidential election

A news conference to sum up the results of the elections for
president of the Republic of Tajikistan on 6th November 1999
A news conference for domestic and foreign journalists
accredited in the Republic of Tajikistan was held by the
chairman of the [Tajik] Central Commission on Elections and
Referendums Mirzoali Boltuyev today, 9th November 1999, for
summing up the results of the elections for president of the
Republic of Tajikistan.

On the basis of the data received by the Central Electoral
Commission on the results of the elections for the president of
the Republic of Tajikistan, Boltuyev informed the journalists
that on 6th November 1999 the elections for president of the
Republic of Tajikistan were held on the basis of choice. The
candidate for the country's presidency Davlat Usmon did not
withdraw his candidacy. The United Tajik Opposition, including
its leaders took an active part in the voting.

The same day the leadership of the UTO stated that it
recognized the results of the presidential elections.
In all, 68 constituencies and 2,709 polling stations have
been organized for elections throughout the republic's
territory and 2,866,578 voters were entered on lists.
The candidates for post of president of the Republic of
Tajikistan were the incumbent president of the Republic of
Tajikistan and the leader of the People's Democratic Party of
Tajikistan, Emomali Sharipovich Rahmonov and Davlat Usmon,
minister of economy and foreign economic relations of the
Republic of Tajikistan and a member of Tajikistan's Party of
Islamic Revival.

The voting took place in all the constituencies.
Having considered the protocols on the results of the
elections, the Central Electoral Commission established that
2,835,590 or 98.91 per cent of the 2,866,578 voters took part
in the voting. In all, 2,749,908 of the total number or 96.97
per cent voters voted for Emomali Rahmonov. In all ,59,857 or 2
.11 per cent of voters voted for Davlat Usmonov. In all, 18,774
or 0.66 percent of the voting papers have been declared invalid
.
In the context of the regions, the results of the voting
are as follows:

The city of Dushanbe:
-In all 226,308 (95.24 per cent) voters voted for Emomali
Rahmonov and 8,786 (3.70 per cent) voters voted against him;
-in all 8,507 (3.58 per cent) voters voted for Davlat
Usmon and 226,587 (95.58 per cent) voters voted against him;
-in all 1,964 (0.82 per cent) voting papers have been
declared invalid.

Towns and districts which are subordinate to the republic:
-In all 589,240 (96.77 per cent) voted for Emomali
Rahmonov and 16,441 (2.70 per cent) voters voted against him;
-in all 15,153 (2.48 per cent) voters voted for Davlat
Usmon and 590.528 (96.98 per cent) voters voted against him;
-in all 3,213 (0.52 per cent) voting papers have been
declared invalid.

Mountainous Badakhshon Autonomous Region
- in all 96,990 (97.76 per cent) voted for Rahmonov and
1,803 (1.81 per cent) against;
- 1,720 (1.73 per cent) for Usmon and 97,073 (97.85 per
cent) against;
- 412 (0.41 per cent) of ballot papers were deemed invalid

Leninobod Region
- 883,774 (94.74 per cent) voted for Rahmonov, 36,690 (3
.94 per cent) against;
- 31,498 (3.38 per cent) voted for Usmon, 888,966 (95.30
per cent) against;
- 12,347 (1.32 per cent) ballot papers were deemed invalid

Khatlon Region
- 946,895 (99.66 per cent) voted for Rahmonov , 2,315 (0
.24 per cent) against;
- 2,169 (0.24 per cent) voted for Usmon, 947,041 (99.67
per cent) against;
- 809 (0.08 per cent) ballot papers were deemed invalid.

Citizens of the republic living abroad also took part in
the election of president of the Republic of Tajikistan and the
overwhelming majority of them voted for Rahmonov.

Observers from 12 states and international organizations,
in particular, Azerbaijan, Belarus, Iran, Kazakhstan,
Kyrgyzstan, Russia, Turkey, Uzbekistan, the CIS
Interparliamentary Assembly and the secretariat of the CIS
executive committee attended polling stations on the election
day. The total number of observers was: 62 representatives of
foreign states and international organizations and 12,000
citizens of the Republic of Tajikistan. According to them, no
substantial violations in the work of polling stations,
including in counting votes, were registered.

In keeping with Article 34 of the Constitutional Law of
the Republic of Tajikistan "On the election of the president of
the Republic of Tajikistan" Emomali Sharipovich Rahmonov, who
received more than half of electors' votes, is considered to be
elected to the post of president of the Republic of Tajikistan.
Boltuyev said that the Central Commission for Elections
and Referenda of the Republic of Tajikistan today (9th November
1999) signed at its meeting a protocol on the results of the
presidential elections of the Republic of Tajikistan.

The chairman of the Central Electoral Commission said in
addition that the National Reconciliation Commission on 8th
November resumed its work and started to draw up a draft law of
the Republic of Tajikistan "On elections to the Supreme
Assembly of the Republic of Tajikistan". In this context he
informed journalists that a protocol had been signed between
President of the Republic of Tajikistan Emomali Sharipovich
Rahmonov and Chairman of the National Reconciliation Commission
Sayed Abdullo Nuri, which set out the basic conditions for
holding parliamentary elections in the country.
