People’s Democratic Party of Tajikistan (PDPT)

The party list of PDPT at elections for the all-Republican ballot: 1) Safarali Rajabov; 2) Abdulmajid Dostiyev; 3) Mavluda Yusupova; 4) Mamadsho Ilolov; 5) Mahmadjon Davlatov, etc. altogether 22 names.

It is the former People’s Party, registered in December of 1994. In June of 1997, the third congress of the party renamed it into PDPT.

Chairman of the party – Emomali Rahmonov; elected in June of 1997.

The party platform: strengthening of peace and national accord in Tajikistan, construction of a legal democratic socially oriented state.

Basic principles:

  • Constructive dialogue and cooperation with all partners, public associations and movements which have goals for public benefit;
  • Stage-by-stage transition to market relations, with state regulation;
  • Preservation of social benefits, free education, health care, social security;
  • Protection of population from unemployment
  • Social support to low-income categories of population;
  • Planned, painless transition to civilized market relations;
  • Development of integration with all countries of the world, first of all – with CIS.

Membership: more than 50,000.

Organizational structure: Primary party organizations function in all regions, districts and cities of Tajikistan.

PDPT took part in parliamentary elections of 1995.

PDPT at presidential elections in 1999 put forth the candidacy of Emomali Rahmonov, who won with 96.97%.

Number of deputies in parliament of 1995 – 90.

PDPT does not have representation in the government.

Representation in regional and district governments – chairpersons of all regions and Mayor of Dushanbe.

Newspapers: Monthly newspaper Minbari Khalq (People’s Tribune) is issued in Tajik, Russian and Uzbek languages. The first issue was published on September 7, 1996.

Communist Party of Tajikistan (CPT)

Party list of CPT for all-Republican ballot: 1) Shodi Shabdolov; 2) Mirzobek Khojiyev; 3) Ismoil Talbakov; 4) Karomatullo Olimov; 5) Murodnazar Khudoiyev, etc. – total 22 names.

Registered in March of 1992.

Chairman of CPT – Shodi Shabdolov.

Party platform: return of the country to the socialist way of development, revival of a renewed union state.

Basic principles:

  • Restoration of rule of working people in the form of Soviets or other forms of self-governing of people
  • Struggle for parliamentary republic
  • Restoration of organs of public control and wide involvement of working people in state governing
  • Reform of law enforcement organizations, organs of public order, national army
  • Struggle against corruption and organized crime
  • Real realization of human rights and freedoms in accordance with internationally-recognized norms
  • Strengthening of sovereignty of the country
  • Expanding and strengthening of links with world communist and labor movement
  • Struggle for strengthening of leading position of state, collective and other forms of public ownership in economy
  • Enforcing state control over export of capital
  • Struggle against unemployment
  • Transforming salaries into main source of income
  • Social policy of assistance to low-income population
  • Revival of trust in victory of socialism
  • Use of values of Islam and other religions for bringing up morally healthy people

The party has more than 70,000 members.

Organizational structure: regional party committees function in Mountainous Badakhjshan, Leninabad region, in Kulob, Kurgon-Teppa, Garm, along with 17 city committees, and 442 district committees. Total number of primary party organizations is 4,130.

CPT took part in parliamentary elections of 1995. In presidential elections in 1994 and 1999 supported the candidacy of Emomali Rahmonov.

Representation in government – Prime Minister Akil Akilov.

Islamic Revival Party of Tajikistan (IRP)

Chairman of IRP – Sayeed Abdullo Nuri

Party platform: Revival of high Islamic and national values in RT, democratic, legal and social development of the state.

Basic principles:

  • Protection of political, economic and cultural independence of Tajikistan, protectiion of integrity and sovereignty;
  • National unity and brotherly coexistence of all peoples of Tajikistan;
  • Revival of high Islamic and national values in RT;
  • Struggle against regionalism and local interests in state administration and in cadre policy;
  • Democratic, legal and social development of the society;
  • Improvement of cultural and political education of population, especially women and youth, through their participation in politics and in state administration;

 

Membership: about 50,000 members.

Organizational structures function throughout the country.

IRP took part in presidential elections in 1991; IRP candidate Davlat Khudoinazarov gathered 31% of votes. In presidential elections of 1999 IRP candidate Davlat Ismonov gathered 2.7% of votes.

Socialist Party of Tajikistan (SPT)

Registered on August 6, 1996.

Party platform: Construction of legal, socially-oriented state, ideological and economic pluralism, de-centralization of power.

Basic principles:

  • Active participation in establishment of a national state;
  • Preservation and development of moral values of people;
  • Facilitation to creation of a block of progressive forces of the Republic struggling for its secular, democratic and legal state structure;
  • Struggle against regionalism and chauvinism;
  • Struggle for construction of a parliament republic;
  • Reduction of state bureaucracy;
  • Support of all forms of ownership;
  • Support of the right of farmers for land and transfer of this right by heritage;
  • Support of social justice;

Membership: About 24,000 members.

Organizational structures – primary, district, city and regional organizations function in most parts of the Republic.

Party Adolatkhoh

Political platform: Establishment of social justice in the society, assistance in construction of a legal state.

  • Recognition of God Almighty;
  • Provision of all human rights;
  • Democratization of election legislation;
  • Elective territorial administration;
  • Transparency in elections;
  • Protection of all forms of property as sacred and untouchable;
  • Privatization of land;
  • Elimination of unemployment;
  • Struggle against chauvinism, nationalism, regionalism, hostility between peoples, colonialism in all forms.

Membership: more than 10,000 members.

Organizational structures function in Kulob, Kolkhozabad, Isfara, Khojand, Varzob, and Dushanbe.

Party Adolatkhoh proposed the candidature of Saifiddin Turayev at presidential elections in 1999; the candidate was not registered by Central Election Commission.

Democratic Party of Tajikistan

Party platform: Construction of a democratic society, in which the priority would be given to common human values, achievement of full independence of the state.

Basic principles of the program:

  • Independence and equality of all branches of power
  • Equal legal liability of all people
  • Strengthening of struggle against crime, purification of law enforcement organizations from incompetent staff
  • Direct election of chairpersons of district, regional and city Hukumats, elimination of political extremism
  • Prevalence of national interests over party, group, clan and regional interests
  • Support of market economy, guarantee of equal rights and security for internal and foreign investors
  • Timely and full payment of pension, provision of long-term non-interest credits for entrepreneurial activity, support of small and medium business
  • Multiple increase of wages to employees in budget-supported sphere, pensions, stipends, their timely indexation
  • Comprehensive support of science, education, culture and art
  • Priority in international cooperation to Russia, Uzbekistan, Iran, USA, China, Germany, other countries
