Information agency Asia-Plus informed that on November 2, first Vice-Premier of government of RT Akbar Turajonzoda met with head of mission of OSCE in RT Marin Bukhoara and head of political department of UN Mission of Observers in RT Yogesh Saxena. Assistant to Vice Premier Habibullo Rabiyev informed A-P that the main themes of discussion were the peace process and the forthcoming elections of president of the country. A.Turajonzoda had again expressed concern that candidate of Islamic Revival Party Davlat Ismonov refused to take part in the elections. As H.Rabiyev said, A.Turajonzoda believes that this decision and the threat to suspend work of Commission for National Reconciliation can have negative effect on the peace process and result in dividing in groups. However, the first Vice Premier did express optimism in regard of irreversibility of the peace process.
Information agency Asia-Plus informed that European Union expressed concern about preparations for presidential elections on November 6, at which, presumably, only one candidate will ballot – the current president. The statement that A-P received on November 3 from embassy of Germany was signed by 26 countries of Europe. EU urged Tajik government and opposition find an acceptable solution on the issue of candidates on both sides. The document notes that "conducting trustworthy elections would be for Tajikistan a test on implementation of the agreement on Peace and transition to pluralist democracy". At the same time, chairman of Central Commission for Elections and Referendum Mirzoali Boltuyev in his speech on national TV on November 2 and 3 called to voters to take active part in the elections of president on November 6. He said that names of two candidates were included in the voting bulletins – the current President of RT Emomali Rahmonov and Minister of Economy and Foreign Economic Relations Davlat Ismonov.
Meanwhile, on November 2, leader of Islamic Revival Party Sayeed Abdullo Nuri chaired a meeting of the election committee of IRP. Press secretary of the IRP committee Muhammadali Haitov informed A-P that the meeting discussed the current crisis in the election campaign, with candidate of IRP Davlat Ismonov. Davlat Ismonov has been registered by Central Election Commission as a candidate for the post of president of RT, and his name, along with name of Emomali Rahmonov, has been entered in the voting bulletin. But the candidate himself and the party that nominated him disagreed with decision of CEC. They stated that the decision is illegal, because the "candidate had not collected enough signatures in his support". Muhammadali Haitov noted that the position of IRP did not change. Leadership of the party continues insisting on the earlier-stipulated demands, the main of which is to gather an extraordinary session of Majlisi Oli for postponing the date of elections.
Mizrob Kabirov: Presidential elections will be held with alternative candidates
Information agency Asia-Plus informed that presidential elections on November 6 will be held on alternative basis. Deputy chairman of Central Commission for Elections and Referendum, state adviser to President of RT on law and order Mizrob Kabirov stated that in a press conference on November 5. He said that election bulletins contain names of two candidatures – president of RT Emomali Rahmonov and Minister of Economy and Foreign Economic Relations Davlat Ismonov. In regard of problems that arouse about candidates in the election campaign, in particular registration of Davlat Ismonov, deputy chairman of CEC said that ‘refusing to receive the certificate of a candidate for post of president does not mean refusing from participation in elections". At any rate, by his words, Davlat Ismonov did not inform CEC of his refusal to run for presidency. Mizrob Kabirov also said that Davlat Ismonov actively participated in all activities related to election campaign, and by his request the Republican media published his photographs and biography.
UNMOT will not monitor presidential elections in RT
Information agency Asia-Plus informed that the UN Mission of Observers in RT will not monitor election of president in RT on November 6. UNMOT distributed a statement specifying that in mass media on November 4. The statement expressed appreciation to Central Commission for Elections and Referendum, for the invitation of 2-3 observers to the elections. Monitoring of election of president, in accordance with the General Agreement on Peace, is not part of mandate of UNMOT. However, "regular advisers on civil affairs of UNMOT will visit the polling stations to study the procedure of elections".
