January 27 – February 1 S.A.Nuri discussed election campaign with UN representative Information agency Asia-Plus informed of the meeting between chairman of Commission for National Reconciliation, chairman of Islamic Revival Party of Tajikistan Sayeed Abdullo Nuri and head of political department of UN Mission of Observers in Tajikistan Yogesh Saksena. At the meeting, the sides exchanged opinions on the course of election campaign for the lower chamber of the parliament. As press service of CNR informed, S.A.Nuri informed Yogesh Saksena that 30 members of Islamic Revival Party were registered as candidates to the parliament, 133 – to district councils, 20 – to regional councils. 1,021 members of IRP were included in election commissions. The party intends to enhance promotion work in Mountain Badakhshon in nearest time. Press conference of the joint mission of UN and OSCE for monitoring of the elections Information agency Asia-Plus informed of the press conference given by the joint mission of UN and OSCE for monitoring of the elections on January 27. The mission is headed by Zenon Kuhchak – the Polish diplomat and expert for CIS countries; he worked as deputy to head of the Group of Assistance to OSCE in Chechnia in 1995-1997. Besides, 13 international experts arrived in Dushanbe, to represent countries – members of OSCE. The mission works in accordance with the General Agreement on Peace and National Accord in Tajikistan, signed by United Tajik Opposition and government of RT on June 27, 1997. The objectives of the mission include assessment of the degree of conformity of election legislation and election procedures to international standards. Head of the mission Zenon Kuhchak informed the mass media of the work plan of the mission. The meeting was attended by head of mission of OSCE in RT Marin Bukhoara. President of RT Emomali Rahmonov met with chairman of Central Election Commission Mirzoali Boltuyev By information of agency Asia-Plus, President of RT Emomali Rahmonov met with chairman of Central Commission for Elections and Referendum Mirzoali Boltuyev on January 31. Press secretary of head of state informed that E.Rahmonov was interested in the course of preparations for parliamentary elections in the Republic. President stressed that these parliamentary elections are unusual – they would symbolize completion of peace process in Tajikistan and beginning of a different stage in socio-political life of the Republic. In this regard, President of RT noted that the forthcoming elections should be free and democratic. He also reminded that he ordered all law enforcement and power structures take necessary measures to ensure security, law and order in the period of preparation and conducting parliamentary elections. E.Rahmonov expressed a wish that representatives of international organizations and friendly countries monitoring the elections assist successful conducting of the elections. Newspaper Biznes I Politika published the article of politologist Suhrob Sharipov in which the author tried to answer the question whether the parliamentary elections in Tajikistan will be democratic. By his opinion, the law on elections in RT creates favorable conditions for minimizing all kinds of falsification and forgery and facilitates transparency and openness of the elections. Election commissions include representatives of political parties, which would help avoid abuses. No significant violations of election regulations were registered by now. By opinion of S.Sharipov, preserving this positive tendency would depend on all subjects of election process, on degree of knowledge by parties, candidates and electorate their basic right and responsibilities. The author also criticized activity of some international experts for lack of knowledge of traditions of establishment of political institutes in Tajikistan and snobbism. |
