Davlat ismonov – candidate for presidency
Newspapers Courier Tajikistana and Jumkhuriyat inform that on October 22, 1999 the Central Commission for Elections and Referendum, having considered statement of D.Ismonov to CEC, in implementation of the decision of Supreme Court of RT, and in accordance with Article 25 of Constitutional Law on Elections of President of RT, decided to register Ismonov, Davlat Muhiddinovich, born in 1957, Minister of Economy and Foreign Economic Relations of RT, as a candidate for post of president of Republic of Tajikistan.
IRP again applied to Supreme Court
Information agency Asia-Plus informed that Supreme Court of Tajikistan had denied, on October 27, considering the case of claim of Davlat Ismonov, candidate of IRP for the post of president of RT, on decision of Central Election Commission of October 22. On October 21, the Supreme Court decided to annul the decision of CEC on denial of registration of D.Ismonov as a candidate for presidency, and recommended to consider his registration. On October 22, CEC made a decision to register D.Ismonov. On Monday, October 25, Davlat Ismonov applied to Supreme Court, with complaint to this decision. He says that "the decision is not legal, because he (D.Ismonov) had not collected enough signatures in his support". Chairman of Supreme Court Ubaidullo Davlatov stated on October 27 that in accordance with Article 25 of Constitutional Law on Elections such claim should be made not by a candidate but by the party that nominated him. On the same day, a repeated claim was sent to Supreme Court, on behalf of the party.
Open letter of leader of IRP
Information agency Asia-Plus informed that chairman of Commission for National Reconciliation, leader of Islamic Revival Party Sayeed Abdullo Nuri addressed, on October 28, UN Secretary General Kofi Annan, the OSCE High Commissioner on National Minorities Max Van Der Stool, heads of states – guarantors of implementation of the General Agreement on Peace and National Accord in Tajikistan, requesting them to "interfere in the process of election of president of the country and assist in conducting them on really alternative basis, in free, fair and democratic atmosphere". The address says that on October 22 the Central Election Commission in his decision No.135 registered Davlat Ismonov as a candidate for post of president, though the necessary number of signatures in his support was not collected, and other documents were not submitted. IRP had applied against that decision, but the leader of the party expressed doubt that Supreme Court, "which protects the interests of the ruling circles of the country", would restore rule of law. The situation that formed in the election campaign, in particular "violations of law on behalf of government structures and negligence of CEC" forced United Tajik Opposition recall its representatives from Central Election Commission, and suspend, from October 18, work of its representatives at CNR because demands in regard of elections were not satisfied.
