Dear all,

The registration of the candidates for the deputy has been completed. Many
oppositions, who were proposing their candidates from one-mandate district
or from party lists were not registered. The authorities have used different
tough finesses, so popular oppositions would not be in the list of
candidates for the deputy.

Under the threat to be placed in the prison or choose Government posts some
of bright leaders of the party "El" were forced to withdraw their candidates
or refuse to put their candidates for the deputy. One of them is Bakit
Beshimov against whom was brought complaint before court and restraint
under arrest. In return for refusal or withdrawal of his candidate from the
deputy the Government offered him post of ambassador in India and upon his
agreement they would close the case. He had to agree for ambassador's
portfolio.

The general Miroslav Niazov, member of political board of party "El" was
offered deputy-minister's portfolio of Ministry of National Security in
return for refusal of putting his candidate for deputy. Under the threat the
latter has chosen the berth.

Melis Eshimkanov chief editor of the newspaper, one of the leader of the
party "El" was forced to refuse from putting his candidate for the deputy.
To the Leader of agrarian labor party Usen Sydykov was laid sanction for his
arrest and under the threat of imprisonment was forced to hold the position
of vise-premier of NIC.

The ambassador of Kyrgyzstan in Turkey Medetkan Sherimkulov was denied in
registration of his candidate for the deputy. Such denial was motivated by
the statement that he is not permanently registered in the Sokuluk rayon
even he was living in the village of Jilamish for the last ten years. But
the main motivation that he was alternative opposition of Akaev in the
presidential elections of 1995 and Akaev does not trust him. During the
period of 1990-1995 Mr. Sherimkulov served as the speaker of Parliament and
till 1999 worked at the National University of Kyrgyzstan as the
politologist. He was appointed by the request of Turkish side as the
ambassador. Until 1990 he was one of the ideologists of the Central
committee of Communist party. Sherimkulov lodged a suit to the court,
however Sokuluk court has dismissed a case stating the same motivation.
The materials are being compiled for arraignment to the criminal liability
of the opposition and the leader of the "Democratic movement of Kyrgyzstan"
party Jeksheev Jipar. He is responsible for quasi received credit which he
is not returning. But the main motivation is that he had signed in to the
opposition block "Ar-Namys" the leader of which is Felix Kulov.
All above stated arraignment would look more cogent if the General Court,
Ministry of Internal Affaires, Ministry of National Security have worked
equally zealous in arraignment to the criminal liability Akaev's
supporters - government officials, who practically have stolen millions of
credits which was given to the Republic by donors and international
financial structures. However all scandalous affaires has been closed by
mentioned government structures.

Besides the party "El", opposition parties like "Ar-Namis", "El",
"Republican Party", "Kairat El" were not included to the election race. This
decision was motivated by New Law which stated that candidates could be
registered at the Central Election Committee if they were registered one
year before the date of adoption of the Election Law or before appointing
the date of elections.

Concerning the party "El" major mistake took place and the party was
withdrawn by vain motivations, based on the letter of Ministry of Justice,
which stated that the Charter of the party does not stipulate participation
of this party at the elections. The party was registered five years ago. The
"El" filed a suit to the Central Election Committee and Court twice, but
court dismissed stating the same motivation. This fact once again proves
that judges and judicial system depend from the President's Administration.
The "Law about political parties" of the Constitution stipulates
participation of the political parties in the elections. In the mean time
the Charter has more power than Constitution and Law.

Daniar Usenov, the leader of the party "El" and independent deputy can not
fully and equally lead the election race, whereas the criminal case, which
was stopped and now immediately reopened is laying heavily on him and led to
his arrest. This criminal case, which was reopened in connection to his
participation in the election bears political grounds. Usenov and Kadirbekov
could not withstand the threat of being placed at the prison were lapsed
into illness and placed at the hospital.

Formally, Akaev wanted all political parties to participate in the
elections. He proposed to the Parliament to set a census of registration of
candidates half-year before election announcement date. To the date of
election announcement he did not try to pass his proposal as the law. If he
tried hard he passes all bills, even those which discriminate position of
pensioners, whereas the majority in the Parliament does as he dictates. This
proposal has been proposed just by recommendation of OBCE in the meeting of
its delegation with the President.

Yet all the parties, which support Akaev are participating in the election
even they were registered three-four month before the announcement of the
election date. For example: "Adilet" and block of other parties. Opposition
parties could not participate in the election due to the heavy pressure from
the side of President's Administration.
