Intervention of local authorities

Local authorities – akims, heads of local administrations continue to report on overall or general trust and support of local people of the current president A.Akaev’s candidacy to the presidency.

According to their reports, the whole collective or the whole village unanimously nominated the current president to run in the next presidential elections. That is totally untrue.

For instance, in press was a publication that the whole population of aiyl okmotu of Kyzyl-Tuu village of Sokuluk rayon nominated Akaev. On the territory of the ail okmotu are located Kyzyl.Tuu, Malovodnoe, Tokbai, Kara-Sakal, Alkaluu villages.

As it is known recently the foreign ambassadors gathered in Kyrgyzstan in Bishkek. These days, spouse of Kyrgyz Amabssador in Turkey- Sherimkulov, Chinara Sherimkulova visited the villages of Jalamysh, Belek, Shamta and Kara-Sakal with request to nominate the candidacy of her spouse. The villages Jalamysh, Belek and Kara.Sakal ( kara-Sakal is on the territory of Kyzyl-Tuu aiyl okmotu) supported and nominated Sherikulov.

Akim of the rayon called the head of the villages direction K.Jamansartov, and Nasyrbek Budaibekov, head of Kara-Sakal village and S.Kydyraliev who is well-reputed man, villager of Kara-Sakal too and gave a command to ensure of not nominating of Sherimkulov, saying that Shrimkulov’ s actions pursue just a political game in order to say later Akaev, that he was loyal and would not run to a presidency.

Alkaluu village (128 persons) nominated F.Kulov as a candidate to presidency. Head of the village B.Bayastanov was called to the village administration. In the room of the village administration K.Jamansartov were N.Sharshenov, director of food-breeding ( inhabitants of Alkaluu mainly work in this food –breeding) , village imam Nasirdin-aji Bakirfinov ( Bayastanov heading the village is also a mullah of the village, i.e. subordinate of imam Nasirdin aji). They had the following talk:

"…Nasirdin –aji_ Our kaziat instructed to support president Akaev, why are you taking indepdnet deciion? Or you are not a muslim? Or you are against of kaziat? ( In April, by President’ s decree was assigned Kimsanbai –aji the head of Kaziat, fired before from this position for financial embezzlement)

Bayastanov: I fulfil accurately everething which should be followed by a mullah. But when inhabitants gather themselves and invite the representatives of aiyl okmotu and you do not come, then I am, as a head and citizen, rightful to participate in this assembly.

Jamansartov: In order to legitimise the assembly they should have been to invite the representatives of village administration, as soon as you held this assembly without the, then it is illegitimate.

Bayastanov: I was approved by village administration as a head after being nominated by villagers, therefore I was representing you as well, and you, despite of many invitations, did not want to come to the assembly.

Sharshenov: How it could be possible that one and the same villagers nominated two candidates ( number of Alkaluu village citizens – 139 people).

Bayastanov: But we held a lawful assembly, and those 128 people were present- And when you held? The way you nominated could be easily drawn at home, and then verified ba a notary as if they were 138 people present…"

Seeing persistency of Bayastanov, the head of village administration asked militiamen " to talk" to him. Bayastanov was invited to the militia department of Kutuu village where they demanded from him to destry the documents on nomination of Kulov to presidency. Bayastanov did not agree, and then deputy of the militia department, captain of militia Ismail Fattahov told Bayastanov that he is put into the black list of the National Security Ministry.

From the above it is clear that actually Kyzyl-Tuu aiyl okmotu did not support unanimously the candidacy of Akaev, becase Kara-Sakal village nominated Sherimkulov, Alkaluu village – Kulov, and in the villages of Malovodnoe and Tokbai there were no any assemblies. When in order to have an assembly in Kyzyl-Suu they gathered about 70 people, but as soon as the gathered people learned of the agenda, i.e. nomination of Akaev, they went off.

Similar violations were monitored in Issyk-Ata, Moskva, Jayl rayons, practically in all rayons of Chui region.

 

Gathering of signatures to nominate Akaev as a candidate to presidency.

Gathering is proceeding in the following way:

1. Involve and force people working in budgetary organizations to put their signatures

   (teachers, medical staff, other public officials and officers, etc.)

2. the same is towards the workers of joint-stock companies, state-joint-stock

The abovementioned workers, because of a fear (to be fired, falling under staff reduction, annul of benefits, bonuses, or getting worse part of land) and under a moral pressure have to put their signatures in favour of Akaev.

Particularly threatened are inhabitants of Issyk-Ata rayon, who got warning that should they be found supporting the other alternates, then they would be cut of water, gas, electricity, and so on.

The authorities motivate their conviction in victory of Akaev in the next elections by a total unpunishment for their intervention into the cause of elections saying : " No matter how the people would vote, the victory woulf be after Akaev. So what achieved the electorates from Kara-Buura? Issyk-Kul? What is the sense of having independent observers? They outraged and that was it… Power is a real force!"

The population is not active itself too, since it has been instilled that anyway would win Akaev, despite of disagreement of electorates. Lack of Russian-speaking candidate has a strong impact on activeness of russian-speaking population too, since it does not care who of Kyrgyz speakers would be a winner at the elections.

All these may predetermine a low percentage of participation of population at the elections.

Besides, people are being intimidated, law-enforcement bodies and local authorities are hindering to gather signatures in favor of other candidates. For instance, workers of fuel station in Vienno-Antonovka village were involved in gathering of signatures of other candidates , but then they were approached by the officers from the militia department on fight against of economic crimes who pretended to find some shortages in the operation of the fuel station ( which can be met in any of the stations of the country) . They instigated a criminal case, however, militia officers made to understand that they would not bring the case to the court if the lists with the signatures would be destroyed.
