I share your concern and assure you that we continue to support efforts by the UN and OSCE to maintain the cease-fire, protect human rights and advance the political dialogue toward a negotiated settlement. Throughout the conflict, we have taken the lead in providing substantial emergency food assistance and relief supplies to large segments of Tajikistan's population, and we remain committed to doing so. We will continue to monitor the situation in Tajikistan closely and exploit every opportunity to advance peace. Our goal is the development of stable, democratic and market oriented states throughout the region. I share your belief that economic empowerment, greater tolerance, respect for human rights and access to government for all groups provide the basis for strong, independent states that are integrated into the global economy. Today, Tajikistan's people face the challenge of nation building while struggling to overcome the legacy of communist rule that left behind weak government institutions, ethnic tensions, border disputes and deep economic and social crises. When the cease-fire was put in place, we began several technical assistance programs to support democratic institution building, economic restructuring and health care in Tajikistan.
