SENIOR PROJECT MANAGER - DRUG DEMAND REDUCTION, CENTRAL ASIA, POPULATION SERVICES INTERNATIONAL

PSI initiated activities in Central Asia in 2002 and anticipates program growth during the next several years. The Project Manager will be based in Tashkent with regular travel throughout Uzbekistan and Tajikistan as well as occasional travel to Kazakhstan. The Project Manager reports to the PSI Regional Representative based in Almaty.

We seek a savvy self-starter with a passion for delivering bottom line results.

RESPONSIBILITIES
The Project Manager will be directly responsible for the overall development, management (financial, administrative, programmatic) and representation of PSI's Drug Demand Reduction program, with activities in Uzbekistan and Tajikistan including the Ferghana Valley. This project will work with youth to reduce demand for drugs, increase related knowledge and skills, and promote healthy lifestyles. Program components include mass media and events, educational materials, peer education, youth service centers, research and community mobilization.

Project Manager responsibilities include: designing and managing all drug demand reduction activities and communications; strategic planning; external relations with donor, government, NGO, and commercial entities; implementing and supervising research activities and applying results; developing and delivering program success indicators; disseminating key findings and activities; personnel recruitment, training, and supervision; creating and monitoring marketing and annual work plans; managing program budget; financial and other reporting as required by donors and PSI/Washington; developing and enforcing field office administrative policies; fundraising for existing and new activities; and overall institutional development. The Manager also plays a key role in working with and transferring skills to local senior management staff.

In addition, the Manager will work closely with the Regional Representative to develop and implement PSI's regional (Tajikistan, Uzbekistan, Kazakhstan, Kyrgyzstan) behavior change campaigns for HIV/STI Prevention among youth, injecting drug users and commercial sex workers. This includes advising on peer outreach activities, developing educational materials and contributing to strategic coordination of the two PSI regional programs.


QUALIFICATIONS

  • Relevant post-graduate degree (ie, MBA, MIA, MPH) or equivalent experience;
  • Significant personnel and management experience;
  • Strong background in all aspects of developing and evaluating mass and interpersonal behavior communications, peer education and youth service delivery;
  • Experience gleaning actionable insight from quantitative and qualitative research;
  • Minimum two years' work experience in commercial marketing, preferably in a developing country;
  • Knowledge of international development and health issues;
  • Fluency in English and working knowledge of Russian.

Preference will be given to candidates with knowledge and experience in Central Asia, youth drug-use prevention or harm reduction. Successful candidates will exhibit creative and strategic thinking abilities; excellent communication, dissemination and teamwork skills; analytical, organizational, cross-cultural and interpersonal skills; and an ability to work effectively and produce results in difficult circumstances.
