Interview 180: Democratization Crucial for Security

Vladimir Shkolnikov, a former top official at the Organization for the Security and Cooperation of Europe's Office for Democratic Institutions and Human Rights (ODIHR), took part in an informal panel at the Open Society Institute in New York on February 24, 2010. In an exclusive EuriasaNet.org interview following the discussion, Shkolnikov, an expert on the workings of the Vienna-based multilateral organization, gave his assessment of Kazakhstan's performance as OSCE chairman so far.
