President Berdymukhamedov Visited Japan
On September 12 Japanese Prime Minister Shinzo Abe and President of Turkmenistan Gurbanguly Berdymukhamedov held talks in Tokyo as part of the Turkmen President’s official visit to Japan. The two spoke about bilateral partnership in trade and economy and identified energy, transport, telecommunications, and water management as potential areas of cooperation. Abe and Berdymukhamedov confirmed their willingness to sign a set of documents on Japanese construction of a number of large enterprises in Turkmenistan. The total cost of the projects is over US $ 10 billion.
Berdymukhamedov and Abe signed a Joint Declaration on new partnership between Turkmenistan and Japan. They signed an Agreement on Technical Cooperation, a Programme of Cooperation between the Ministries of Foreign Affairs of the two countries for 2013-2014, a Memorandum of Understanding between the Ministry of Health and Medical Industry of Turkmenistan and the Ministry of Health, Labor and Welfare of Japan, a Memorandum of Cooperation between the Ministry of Economy and Development of Turkmenistan and the Ministry of Economy, Trade and Industry of Japan, a credit agreement between Turkmenistan’s Foreign Relations Bank and Japanese Bank for International Cooperation, and a Memorandum of Understanding between the State Corporation “Turkmengaz” and the Japanese National Corporation for Oil, Gas and Metals.

President Berdymukhamedov Held Meetings in Japan
On the second day of his official visit to Japan, President of Turkmenistan Gurbanguly Berdymukhamedov met with the Emperor Akihito of Japan and visited the headquarters of the SONY Corporation.
President of Turkmenistan and the Emperor of Japan exchanged views on the prospects of cooperation between the two countries, highlighting priority areas in trade and the economy.
After the meeting, Emperor Akihito introduced the President of Turkmenistan to his son Naruhito, Crown Prince of Japan.
President Berdymukhamedov met with Japan’s Professor, I.Sasaki, who said that people in Japan are particularly interested in Turkmenistan, as evidenced by the translation of Berdymukhamedov’s books into Japanese.
In Japan, Berdymukhamedov also met with the head of the Turkish Calik Holding, Akhmet Calik, who reported to the President on the progress of the project his company is implementing in Turkmenistan.

Experts Look at Turkmenistan’s Experience on Assistance to Afghanistan
Turkmenistan’s Ministry of Foreign Affairs hosted a meeting of the regional technical groups for the implementation of the Plan of Action “Regional Infrastructure” within the Istanbul Process on Afghanistan. Turkmenistan chaired the meeting which gathered representatives from Afghanistan, Azerbaijan, UK, India, Iran, Italy, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, Turkey, Russia, US, and Germany.
Representatives and experts from the UN, the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), the Asian Development Bank (ADB), the Shanghai Cooperation Organization (SCO), and the mass media also attended the event. Participants reviewed the pace of implementation of the Action Plan designed to promote stabilization in Afghanistan and made a number of recommendations.

International Energy Forum begins in Ashgabat
Ashgabat hosted an international exhibition and academic conference, “Major areas of development of the energy industry of Turkmenistan,” organized by the Ministry of Energy and the Chamber of Commerce and Industry of Turkmenistan. The forum brought together companies and firms from 20 countries, including Wood Group (United Kingdom), ABB (Switzerland), MR, Siemens, GE (Germany), Hyundai Engineering ( Korea), Alstom (France), Çalik Enerj and Cotam Enterprises (Turkey), the group of partners of the Baltic Russian energy companies, manufacturers of tests instruments Elster Metronica and many others.

OSCE Centre Organizes Working Visit to Norwegian Parliamentary Elections for Turkmenistan Officials
Three members of the Turkmenistan Central Election Commission and one representative of the Turkmen National Institute of Democracy and Human Rights learned about the electoral procedures of parliamentary elections in Norway during an OSCE-supported visit to Oslo. The OSCE Centre in Ashgabat, together with the Norwegian Foreign Ministry and the University of Oslo Norwegian Centre for Human Rights, organized the six-day visit which allowed exchange of best practices and experiences in conducting elections between the representatives of the two OSCE participating States.

OSCE Promotes Best Practices in Maritime Security in Turkmenistan
OSCE supported a training course on maritime border management in the Caspian coast town of Turkmenbashi. The five-day training course organized by the OSCE Centre in Ashgabat brought together 20 officers representing law-enforcement agencies and navy forces of the Defence Ministry of Turkmenistan as well as students of the Navy Institute. Two international experts presented maritime security policies and shared best practices related to port security procedures, inspection of marine vessels, as well as assport and cargo control procedures at maritime border crossing points.
