Delegation of Turkmenistan Attend 68th Session of UN General Assembly
A delegation from Turkmenistan headed by Foreign Minister Rashid Meredov attended the 68th session of the UN General Assembly in New York.
In his speech at the Assembly, Meredov stressed the importance of strategic cooperation between Turkmenistan and the UN and Turkmenistan's readiness to continue international dialogue for the development of effective partnership at the regional and global level.

Turkmenistan’s and Iran’s Foreign Ministers Met in New York
Iran's Foreign Minister Javad Zarif and Turkmenistan’s Foreign Minister Rashid Meredov met in New York, where they both arrived to participate in the UN General Assembly, reported BBC Russian Service. They discussed cooperation in the transport and energy sectors. “The security of Turkmenistan is the security of Iran,” Iranian news agency Tasnim quoted Meredov as saying.

Turkmenistan Participated in OSCE Annual Human Rights Conference
Some 1,000 government representatives and civil society activists from the OSCE’s 57 participating States and partner countries gathered in Warsaw for a two-week conference starting September 23 to review the implementation of the human rights and democratic commitments adopted by their governments. Representatives of Turkmenistan's Republican Party, Turkmenistan's public movement «Vatan», Turkmenistan's Civic Democratic Union, Turkmenistan's Human Rights Initiative, Turkmenistan's Helsinki Human Rights Foundation, and Gundogar informational portal took part in the event. The official Turkmen government representatives, as usual, refused to come to this meeting to discuss human rights issues.

Turkmenistan's Ambassador Protested at OSCE Permanent Council Meeting
On September 19, at the meeting of the OSCE Permanent Council in Vienna (Austria), the head of Turkmenistan’s delegation, Ambassador Silagberdy Murberdyev, filed a protest against the participation of Turkmen civil society organizations in the OSCE Annual Human Rights Conference to be held in Warsaw on September 23. In particular, he protested against participation of the Chairman of Turkmenistan’s Republican Party, Nurmukhammed Khanamov, and a member of Turkmenistan’s Human Rights Helsinki Foundation, Annadurdy Khajiev. “Turkmenistan’s government insists that including wanted criminals and terrorists in human rights events undermines the credibility of such events among the participating states,” said Murberdyev in his protest note, also containing Ashgabat’s official request to exclude Khanamov and Khajiev from the list of participants of the Warsaw meeting. Members of the OSCE Permanent Council did not support the Turkmen diplomat’s protest.

OSCE trains penitentiary staff on prisoners’ rights in Turkmenistan
Prison officials from across Turkmenistan discussed international legal standards for the treatment of prisoners at an OSCE-supported seminar that concluded in Ashgabat on September 27. The five-day event brought together 26 participants, including representatives from the penitentiary institutions, officials from the Interior Ministry, the General Prosecutor’s Office and the National Institute of Democracy and Human Rights under the President of Turkmenistan, as well as teachers of the Interior Ministry’s Institute. Seminar participants enhanced their knowledge of applicable international documents on the rights of prisoners, including the Convention against Torture and other Cruel, Inhuman and Degrading Treatment or Punishment, the 1955 UN Standard Minimum Rules for the Treatment of Prisoners, and European 2006 prison rules.

OSCE Centre organizes course on human rights in criminal proceedings for students in Turkmenistan
Some 30 students from the Interior Ministry’s Institute graduated from an OSCE-supported course on international human rights standards in criminal proceedings and investigations, conducted in Ashgabat on September 20. The OSCE Centre and the Interior Ministry of Turkmenistan organized the one week course to help future investigators and legal practitioners gain new knowledge about international standards and national legislation meant to safeguard human rights at the initiation of criminal proceedings and the investigation phase.

Turkmenistan to Host International Energy Conference Under OSCE Auspices
Turkmenistan, in cooperation with the Organisation for Security and Cooperation in Europe (OSCE), is planning to hold an international conference on energy security, entitled “Energy security and sustainable development - future of the OSCE,” in Ashgabat on October 17-18, the Turkmen government announced. The Ukrainian Foreign Ministry will act as a co-organizer.

Second Meeting of Representatives of Caspian States Begins in Ashgabat
Turkmenistan’s Foreign Ministry hosted the second meeting of the Caspian State representatives to discuss the development of the legal framework for long-term cooperation. The meeting included a discussion of a draft agreement on cooperation on emergency natural and man-made situations and the elimination of their consequences in the Caspian Sea and coastal areas.

Pilgrims from Turkmenistan to perform Hajj to Mecca and Medina
188 pilgrims from Turkmenistan will travel to Saudi Arabia to perform Hajj from October 8 to 29.
In accordance with a Presidential decree, Turkmenhowayollary State National Service (Turkmenistan Airlines) will allocate funds to provide charter flights on Boeing-757 airplanes to take Turkmen pilgrims to Saudi Arabia.

Days of Chinese Culture begin in Ashgabat
The Days of Culture of the People's Republic of China began at the State Cultural Center of Turkmenistan in Ashgabat. A delegation from China headed by the Director of the Opera House of Guangxi province, Peng Deming, arrived in the Turkmen capital to participate in the cultural event, organized by the Ministry of Culture of Turkmenistan and the Chinese Embassy in Ashgabat. The delegation includes musicians and singers, dance troupes, and masters of fine and decorative arts.
