INDIA, RUSSIA TO HELP AFGHANISTAN OBTAIN AN ALTERNATIVE ROUTE TO THE SEA
Indian Foreign Secretary Kanwal Sibal has said that India and Russia are
planning to construct a highway in Afghanistan with the aim of providing
the landlocked country with access to the sea via Iran, Iranian state
radio's Mashhad-based Dari service reported on 1 April. Afghanistan is
currently dependant on Pakistan and its ports for access to the sea.
This dependency was used by Pakistan for political leverage during the
tension between Kabul and Islamabad in the 1950s through the 1970s, and
Islamabad recently announced that it will not allow the shipment of
Indian goods to Afghanistan via Pakistan (see "RFE/RL Newsline," 1 April
