In accordance with the December 2001 Bonn
Agreement, a Special Independent Commission has been established
with final authority for determining the procedures and number
of participants in an Emergency Loya Jirga, to be convened
June 10-16. The Loya Jirga - or traditional Afghan Grand Council
- will elect a Head of State for Afghanistan's Transitional
Administration, and will propose its structure and key personel.
