ARMENIA, RUSSIA CONTINUE TALKS ON FUEL DEBTS
President Kocharian met on 4 February with visiting Russian Industry and
Science Minister Ilya Klebanov to discuss bilateral economic issues,
including approaches to repaying Armenia's outstanding $32 million debt
to Russia for nuclear fuel, Russian news agencies reported. Armenian
Energy Minister Armen Movsisian said last week that the Armenian
government has not yet reached a decision on Moscow's offer to take over
financial and management operations of the Medzamor nuclear-power plant
in payment of the debt. Klebanov told journalists there have been "small
positive signs" that Georgia might soften its opposition to the proposed
resumption of rail traffic from Russia via Abkhazia to Armenia,
