Armenian president rejects Constitutional Court's referendum proposal

Yerevan, 17 April: Asked by a Noyan Tapan correspondent about Armenian
President Robert Kocharyan's attitude regarding a proposal to hold a
referendum on confidence [in authorities], which was made by the
Constitutional Court in its verdict on 16 April, the Armenian
presidential press service said: "The Constitutional Court's verdict has
left in force a decision by the Central Electoral Commission of 11 March
on the election of the Armenian president".
"At the same time, the Constitutional Court's verdict has a separate
provision endorsing the outcome of the elections and a separate proposal
referring to the importance of public confidence. The latter is merely a
proposal, and it would have been better to present it as a proposal by
individuals rather than have it stipulated in the court verdict. This
proposal evinces surprise, at the very least and, naturally, it cannot
have any legal influence or consequence".
"Robert Kocharyan received a vote of confidence as a result of the
elections, he won a convincing victory of 67.5 per cent and he is not
planning to accept any proposal".
