CASPIAN TALKS AGAIN POSTPONED
A meeting of deputy foreign ministers of the five Caspian littoral states scheduled to take place in Baku on 18 February has been postponed for the third time, probably until the end of the month, Interfax reported on 17 February, quoting an unnamed Azerbaijani Foreign Ministry official (see "RFE/RL Newsline," 16 January 2003).
