HORIZONTI FOUNDATION ANNOUNCEMENTS

*The Horizonti Foundation Starts New Program*

The Horizonti Foundation has commenced the NGO Development Grant
Program.  The aim of the program is to support the organizational
development and strengthening of NGOs who want to expand their
activities in Georgia. The grant will fund one or more of the
following: office rent, development of the existing technical base of
the office, staff salaries, and development of regional offices. Total
budget of the project should not ex-ceed 8000 USD. All legal bodies
that are active in Georgia, have NGO status and comply with the
following requirements are eligible to participate in the Program: ·
Organization should have at least two years of working experience ·
Organization should have implemented at least three projects, should
have one on-going project and one project submitted for competition in
one of the funds · Organization should have basic technical equipment
· Organization should have permanent staff Interested organizations

*ISAR and the Horizonti Foundation Announce Georgian-American NGO
Partnership Program* 

ISAR: Initiative for Social Action and Renewal in Eurasia and 
Horizonti, the Foundation for the Third Sector in Georgia announce an
International Partnership Program aimed at encouraging cooperation and
long-term rela-tions between non-governmental organizations (NGOs)
working in the US and in Georgia.  The program aims to be open to
everyone from grassroots activists to national-level organizers
working in the fields of environmental health and environmental
education. Applicants in both countries must be active members of
non-for-profit, non-governmental organizations with (501) (c) (3)
status in the US and the status of a non-for-profit organization
registered under the civil code in Georgia, and will preferably be
leaders within their organizations. The objective of the program is
for organizations working on similar issues with like-minded
approaches to become acquainted, identify common goals and
collaboratively turn a shared vision into a concrete project. Ini-tial
ties between partners will be established over e-mail. This first
stage will be followed by a visit to the US by the Georgian partner,
during which he/she will serve as an intern at the US partner's
organization for a ten-day period.  During both of these stages,
partners will jointly develop a project on which the two individuals
(with involvement from their organization) will work collaboratively.
The project is to be implemented in Georgia, and should be both
responsive to local needs and suitable to the strengths of the
partners. Full funding is available for the internship, including
international and domestic travel, accommodations, and a small stipend
for US host organizations.  Limited funding is available on a
competitive basis for the support of developed projects.  If the
partners decide that the project should include a visit to Georgia by
the US partner, funding for international travel by the US partner is
not available, but accommodation and travel within Georgia are
provided. The deadline for submitting applications is August 31, 1998.

*The Horizonti Foundation Organizes Meeting  for Educational NGOs*

On August 27, in its office at 16:00, The Horizonti Foundation
Information Program will host an information exchange meeting for
educational NGOs. The aim of the meeting is to brainstorm and reveal
educational issues that could be solved with mass media involvement.
This meeting will be followed by another meeting, which will give
educational NGOs and journalists the chance to discuss the revealed
issues.  All NGOs that work in the field of education, or that include
education of one of their fields of activities, are invited to
participate in the meeting. Those interested in participation should

*The Horizonti Foundation Announces Job Openings for the Positions of
a Secretary and a Trainer*

The Horizonti Foundation announces job openings for a Secretary
position. Requirements: · Excellent Georgian, Russian, and English
language skills (both written and oral) · Experience with computer
programs (Word, Excel, E-mail, Internet) · Working experience at an
international organization is desirable The applicants should submit
the following documents: 1. Detailed resume 2. Letter of interest (one
page) 3. Letter of Reference The selected candidates will be
interviewed on September 7-11. The applications will be accepted every

*Georgian Apiarists Support Development of Georgian Apiculture*

NGO Georgian Bee-Keeping Federation was established in 1995 and unites
more than one hundred members. The Federation aims to defend the
genetic qualities and special characteristics of Georgian Bee,
preserve and rehabilitate its biodiversity, support the development of
Georgian apiculture and all apiarists united in the fed-eration, and
supply families with high quality natural honey at reasonable prices.
On July 19, 1998 at the Tbilisi Silk House, the Federation organized a
seminar on the topic "Bee and Men."  NGO "Eco - XXI Century" then

*Studio Re Airs "The Third Sector" on the Second Channel of Georgian
Television*

 On Friday, August 12, at 21:00 the Second Channel of Georgian 
Television will broadcast the informational program "The Third 
Sector" prepared by Studio RE. The program features: news from NGOs'
activities, Vazha Salamadze's (President of NGO Business Law Center)
explanations of the mechanism how to get back the value added tax, and
news on Tskinvali NGOs' activities.

*Open Society - Georgia Foundation Announces Local Government 
Program Competition* 

Open Society - Georgia Foundation announces Local Government Program
Competition to support Local Self -Government Elections.  The program
aims to stimulate population participation in local government
elections, inform population on election rights, election law, and
other related issues, ensure transparency of elections, and assist in
their activities of newly elected local self-government bodies after
elections. Budget of the proposed projects should not exceed 11,000
USD.  Budget should not include expenses for salaries, furniture or
office refurbishment. Open Society - Georgia Foundation will not
review the projects aim-ing to support any political orientation,
party, or candidate. All NGOs, registered or in the process of
registration, also independent newspapers, television or radio
sta-tions are eligible to participate in this program. The deadline
for submission of project proposals is September 7, 1998.

NEW OPPORTUNITIES FOR NGOs

*Moscow School of Human Rights Organizes a Training Session 
on Human Rights' Education*

On December 15-19, 1998 in Moscow, the Moscow School of Human Rights
and the Center for Civic Educa-tion of the RF Academy for Upgrading
Professional Standards and Retraining of Educators together with the
Ministry of General and Vocational Education of the Russian Federation
and UNESCO Chair for Human Rights and Democracy of Moscow State
Institute of International Relations will hold the 8th International
session on the topic "Human Rights, Culture of Peace - Contents and
Methods of Education." Secondary school teachers, higher school
professors, instructors on social sciences, lecturers, managers of
educational institutions, and NGO representatives (teaching human
rights, civic education, democracy and peace courses) are eligible to
apply to participate in the training session. The following problems
will be discussed: civic education, experience of open societies-
problems of Russia, international norms on human rights, the rights of
children and mechanisms of their protection, human rights in
democratic and post-totalitarian states, human rights, culture of
peace and civic education in the system of gen-eral education (aims,
contents and methods of education and upbringing), problems of
conflictology and meth-ods of conflict resolution. The training and
literature are free of charge for the participants, though they will
have to pay for their trip and stay in Russia.  The session will be
financed by the TACIS Democracy Programme in the framework of the
joint project "Human Rights Education in Kazakhstan and the Russian

*Network Women's Program of OSI Runs Exchange Program for Women NGOs*

The Network Women's Program of Open Society Institute, in cooperation
with National Foundations, is running a Host and Visitor Exchange
Program to support women NGO services focusing on violence against
women. Deadline for application is September 30, 1998. A full

*Environmental NGOs Are Invited to Participate in Multilateral
Financial Institutions (MFIs) Seminar in Armenia*

On September 12, 13 and 14 Ecoteam and the CEE Bankwatch Network will
organize a seminar for environ-mentalNGO on Multilateral Financial
Institutions (MFIs) in Byurakan, holiday hotel Noramberd, Armenia.
Representatives from the CEE Bankwatch Network and Western experts
will provide lectures on MFIs and their structure, MFI activities in
Armenia, experiences with MFIs in other countries, and possibilities
to influence them. A representative from the local World Bank office
will be invited to give a lecture as well. Working languages are
Russian and English. As the amount of participants will be limited, a
selection of ap-plicants will be made by the end of August. Those
