A Daily Review of News From Kyrgyzstan
1. President Akayev participates in a Central Asian summit in
Tashkent.
2. The parliamentary committee agrees on giving Canada Kyrgyz
airfields to use.

1. PRESIDENT AKAYEV PARTICIPATES IN A CENTRAL ASIAN SUMMIT IN
TASHKENT. The presidential press service announced in Bishkek on 28
December that President Askar Akayev took part in a summit meeting
of the four Central Asian republics in Tashkent on 27 and 28
December. Nursultan Nazarbaev of Kazakhstan, Askar Akayev of
Kyrgyzstan, Emomali Rahmonov of Tajikistan and Islam Karimov of
Uzbekistan discussed problems of regional stability and security and
current situation in Afghanistan. They expressed support for the
U.S.-led military campaign in Afghanistan, which aimed to root out
the religious extremism and drug production in the region.
The presidents adopted the Tashkent Declaration at the meeting
saying that the Central Asian states should defend their national
interests fighting against international terrorism. Also, the
presidents agreed on joint usage of water resources and transport
infrastructure of the region in mutual interests and on working out
the balanced tariff policy.
2. THE PARLIAMENTARY COMMITTEE AGREES ON GIVING CANADA KYRGYZ
AIRFIELDS TO USE. The committee on foreign relations of the
parliamentary Legislative Assembly (lower chamber) agreed on 28
December to give Kyrgyz airfields and other military facilities to
Canadian air forces. Committee chairman Alisher Abdimomunov told
RFE/RL correspondent after the meeting that the assembly session
would consider and approve the decision in January together with a
similar decision on giving the facilities for use of the French air
forces, taken by the committee on 25 December.
3. SHANGHAI FORUM MEETING IN BEIJING ON 7 JANUARY. The Foreign
Ministry announced in Bishkek on 28 December that Minister Muratbek
Imanaliev would participate in a meeting of foreign ministers of the
Shanghai Organization of Cooperation (SOC), to be held in Beijing on
7 January. Decision on it was taken at a meeting of SOC experts held
in Moscow on 4-5 December. The ministers plan discussing current
situation in the world especially in Afghanistan and role of the SOC
in international efforts against terrorism.
4. TRIAL AGAINST GASANOV AND KULOV INTERRUPTED. Judge Askhat Sydykov
announced on 28 December a break till 3 January in the trial of
Aleksander Gasanov and Feliks Kulov. The prosecutors should
reinstate their official accusations during thus period of time.
Both Gasanov and Kulov stated on 27 December that they were not
agree with the brought accusations and even did not understand them.
The trial began at the Pervomai district court of Bishkek on 25
December. Gasanov was a department head in the Bishkek City
administration when Feliks Kulov was mayor of Bishkek in 1998-1999
and is now accused of embezzlement. Former vice president of
Kyrgyzstan Kulov is a co-defendant and and was brought to the court
from jail. He was accused of power abuse when he was the minister of
national security in 1997-1998 and sentenced on 22 January 2001 to
seven-year imprisonment.
5. RUSSIA HELPS KYRGYZSTAN MODERNIZING ITS AIR DEFENSE. The Russian
embassy in Bishkek announced on 28 December that Russia plans giving
Kyrgyzstan a four-million-ruble military-technical help (about
$130,000) to modernize its air defense system. Specialists of the
Granit Company of Russia were in Kyrgyzstan on 5-25 December meeting
Kyrgyz defense officials.
6. MORE THAN 100 HECTARES OF LAND HAVE BEEN SOLD SINCE SEPTEMBER.
State Agency on Registration of Real Estate announced in Bishkek on
28 December that 112 hectares of land have been sold in the country
since September, when a moratorium on land sale expired. Average
price is about 70,000 soms (about $1,500) per hectare; however, some
plots of land were sold for 3,000 soms per hectare.
7. PRIME MINISTER HOLDS A MEETING ON USAGE OF FOREIGN INVESTMENTS.
Prime Minister Kurmanbek Bakiev held in Bishkek on 28 December a
special meeting on using foreign investments in Kyrgyzstan. Minister
of Education and Culture Kamilya Sharshekeeva reported to the
meeting that the ministry printed 15 textbooks of 333,000 copies
using the 210,600-dollar loan given by the Asian Development Bank in
2001. Also, the ministry repairs some school buildings for the 2.5
million soms (about $50,000) given by the government.
8. GOVERNMENT AGAINST FREE LUNCHES FOR POOR SCHOOLCHILDREN. Deputy
of parliament Alisher Sabirov told RFE/RL correspondent on 28
December that the government is against a law draft prepared by him.
According to the draft, the government should bear expenses for free
of charge hot lunches at schools to pupils from poor families. It
needs 379 million soms (about $8 million) a year. There are about
11,400 schoolchildren in the country now and 20 percent of them are
from poor families.
9. TALAS REGIONAL TV STATION IS BEFORE CLOSURE AT 10. The Talas
Province marked on 28 December the 10th anniversary of the regional
state TV station, holding a special meeting. Journalists and local
officials discussed problems of the station, which has not received
any financial support from the government for the last several
years. It airs its programs only once a week now, when the local
private Nazar TV is on air everyday.
10. NEW PAPER APPEARED IN THE MOUNTAINOUS NARYN PROVINCE. First
issue of the new paper "Eldin Unu" ("Voice of People") has been
printed in the mountainous Naryn Province. Its owner Janabil
Abdrakmanov told RFE/RL correspondent in Naryn on 28 December that
the paper materials are devoted mostly to problems of socially
unprotected people and the Soros-Kyrgyzstan Foundation is a sponsor
of the paper.

LISTEN TO KYRGYZ RADIO BROADCASTS
The Kyrgyz-language programs of the RFE/RL Kyrgyz Service (Radio
Azattyk) are broadcast on shortwave (SW) every day at 14:00-14:30,
15:00-15:30, 16:00-18:00, and 02:00-04:00 Central European Time
(18:00-18:30, 19:00-19:30, 20:00-22:00, and 06:00-08:00 in
Kyrgyzstan).
The SW frequencies (meter bands) are: 5035 kiloHertz (59 meter),
7160, 7270 and 7295 kHz (41 m), 9555, 9595, 9660, 9675 and 9690 kHz
(31 m), 11670, 11760, 11795, and 11855 kHz (25 m), 13615 kHz (22 m),
15115 and 15415 kHz (19 m) and 17820 kHz (16 m). The last structural
changes were made on 16 December. The programs are retransmitted in
Kyrgyzstan on mediumwave (MW) (882 kHz) and UKW (66388; 66860;
67040; 67820; 69080; 69680; 70640; 70880; 71690; 71930; 72080, and
72390 kHz) as well as on FM (102.1 megaHertz in Bishkek and 105.5
MHz in Naryn of Radio Almaz).
