1. Kyrgyz Court Rejects Appeal on Land Deal with China

BISHKEK. Kyrgyzstan's Constitutional Court today rejected an appeal by
11
lawmakers to rule against the ratification of deal whereby Kyrgyzstan
ceded
some 1,250 square kilometers of land to China.
The 11 deputies argued that the border agreements signed between
Kyrgyzstan
and China in 1996 and 1999 were never properly discussed by parliament
and
the draft law and adopted text of the law on ratification did not
mention giving
territory to China.
The land deal proved extremely unpopular among the citizens of
Kyrgyzstan and
was one of the complaints during protests last year in Kyrgyzstan
organized by
the opposition.
But the court today ruled the law on ratification of agreements was not
against
the Constitution. The court further ruled that both chambers of
parliament did not
exceed their authority when they adopted the law last year.

2. Uzbekistan Rejects Kyrgyz Calls for De-Mining

BISHKEK/TASHKENT. Uzbekistan has rejected a call by Kyrgyzstan to remove

mines along their border. Qodir Yusupov, a spokesman for the Uzbek
Foreign
Ministry, yesterday said Uzbekistan insists on retaining the right to
protect its
borders as long as there remains a threat of terrorist attacks.
Yusupov said Uzbekistan also refuses to provide maps of where mines had
been
laid.
However, press service of the Kyrgyzstan foreign ministry said today
that the
Uzbek side did not send any information related to the issue.
Two days ago, Kyrgyzstan formally protested to Uzbekistan after a Kyrgyz
man
died while stepping on a landmine. This was the second time in as many
weeks
that Kyrgyzstan protested to Uzbekistan over border incidents.

3. Human Right Campaigner Edil Baisalov Is Forced To Go To Military
Hospital

BISHKEK. The Lenin district military commissariat summoned the leader of
the
Coalition for Democracy and Civil Society, Edil Baisalov, and forced him
to go to
a military hospital for a medical check-up. Baisalov told RFE/RL today
that the
military commission had decided that he can not serve in compulsory
military
service because of his weak eyesight, but now it is trying to put him in
hospital
against his wishes. 'This is an abuse of my human rights' Baisalov said.

The Coalition, led by Baisalov, made a statement today saying that the
executive
authorities used this method to prevent him to participate at Friday's
round table
organized by Freedom House and to present a paper on human rights abuses
in
Kyrgyzstan.

4. IMF Mission Arrives In Bishkek
  
BISHKEK. A Mission of the International Monetary Fund (IMF) led by Tapio

Saavalainen, arrived in Bishkek today. The IMF experts will meet with
the Kyrgyz
officials and assess the results of carrying out the Third tranche of
the current
program for the elimination of poverty and economic development of
Kyrgyzstan.
The mission will evaluate the problems of macroeconomic reforms in the
country
together with the finance ministry. The Executive Council of the IMF
decided to
allocate about $100 million loan to Kyrgyzstan by 2004 for the purposes
of
fighting poverty and helping in economic reforms. The IMF mission
controls the
processes of carrying out of the program twice a year.

LISTEN TO KYRGYZ RADIO BROADCASTS
The Kyrgyz-language programs of the RFE/RL Kyrgyz Service (Radio
Azattyk) are broadcast on shortwave (SW) every day at 14:00-14:30,
15:00-15:30, 16:00-18:00, and 02:00-04:00 Central European Time
(18:00-18:30, 19:00-19:30, 20:00-22:00, and 06:00-08:00 in
Kyrgyzstan).

The SW frequencies (meter bands) are: 5860 kiloHertz (51 meter),
6170 kHz (49 m),7295 kHz (41 m), 9625 and 9715 kHz (31 m), 11795 ,
11845, 11930 and 11960 kHz (25 m), 15120, 15205, 15340 and 15345 kHz
(19 m), 17770 and 17865 kHz (16 m). The SW frequencies were changed
to a summer schedule on 31 March. The programs are retransmitted in
Kyrgyzstan on mediumwave (MW) (882 kHz) and UKW (66388; 66860;
67040; 67820; 69080; 69680; 70640; 70880; 71690; 71930; 72080, and
72390 kHz) as well as on FM (102.1 megaHertz in Bishkek, 103.2 MHz
in Osh and 105.5 MHz in Naryn of Radio Almaz).
